Chemical industry as one of the pillar industries in Jiangsu,its hazardous chemicals(hereinafter referred to as hazardous chemicals)safety supervision work is directly related to the transformation of Jiangsu’s high-quality development can be smooth.At present,the safety supervision of hazardous chemicals faces many risk challenges,including the stock of risks has not been eliminated,the incremental risks continue to appear.In recent years,a number of hazardous chemical production safety accidents in Jiangsu,threatening the lives and property of employees and the surrounding public,must be given great attention.In order to better implement General Secretary Xi Jinping’s important instruction spirit on production safety,prevent and solve the challenges of risks in the field of hazardous chemicals,and effectively improve the effectiveness of the implementation of hazardous chemical supervision policy has become the top priority of the current work of production safety.In order to build a safer Jiangsu with higher standard,better quality and public recognition,and to achieve safer and higher quality development,this paper focuses on the perspective of Jiangsu hazardous chemical safety supervision policy implementation,uses the Smith model to conduct research and analysis,compares the current situation of Jiangsu hazardous chemical supervision policy implementation and policy implementation agencies,and systematically analyzes the Jiangsu Xiangshui 3.21 special major explosion accident(hereinafter referred to as We systematically analyze the effects of the local government’s policy implementation in the area of hazardous chemical safety supervision in the March 21 explosion accident in Jiangsu Province(hereinafter referred to as the "March 21" accident).The analysis mainly focuses on regulatory policies,regulatory enforcement agencies,and regulatory role groups in their regulation.The problems revealed in the implementation of Jiangsu’s hazardous chemical regulatory policies are analyzed,and the reasons for them are analyzed,and targeted suggestions for optimization are put forward.The current regulatory policy implementation in Jiangsu mainly has the following aspects of the problem: First,some of the regulatory policy and policy objectives there is a certain gap;Second,the grassroots government supervision and law enforcement level is weak;Third,the existence of chemical companies and intermediaries falsification,misleading supervision;Fourth,hazardous chemical safety regulatory policy environment is poor.Causes of the above problems are: first,the policy,regulatory enforcement policy rules and specific measures lagging behind;second,the executive body,the government’s lack of enforcement effectiveness;third,the target group,the implementation of the main responsibility of enterprises is not in place;fourth,the policy environment,the policy environment affects the effectiveness of implementation.In view of the problems in the implementation of Jiangsu hazardous chemicals regulatory policy,this paper proposes a path to optimize Jiangsu hazardous chemicals safety regulatory policy: first,to improve the systematic scientific nature of safety regulatory policy;second,to strengthen the government’s safety regulatory capacity building;third,to strengthen the main responsibility of enterprise risk and risk control capabilities;fourth,to create a good policy implementation environment.
