Research On The Garbage Classification Policy Implementation In Shanghai Urban Community

Due to the rapid development of my country’s economy,people’s quality of life also been greatly improved,followed by a sharp increase in its urban domestic waste.At present,most cities in China are in the predicament of "garbage siege".Significant urban domestic waste issue has brought enormous challenges to the sustainable economic and environmental development of local cities,and it also seriously affects the life and health of urban residents.With the widespread concern of environmental and social issues in our country,all sectors of society have promoted the purpose of protecting the environment and called on the whole society to strengthen the importance of garbage classification.In this context,the country has continuously promoted the formulation and operation of garbage classification policies.In response to the national call,local cities have also started to implement urban domestic garbage classification policies.On the contrary,how about the implementation of municipal solid garbage classification policy? Is it really being truly implemented? Is the effect achieved as expected? This series of problems need further research and exploration.Shanghai is the most economically developed city in our country,undertaking the important task of China’s economic development.It is also famous for traveling in my country and one of the earliest pilot cities to implement garbage separation.Shanghai Municipal governments attache great importance to urban environmental governance and municipal solid waste classification,and has successively implemented pilot projects of waste classification in various parts of Shanghai.However,the result of garbage classification does not achieve the expected effect.On the contrary,due to the rapid economic development and population growth in Shanghai,the sharp increase in municipal solid waste has put Shanghai into the dilemma of garbage classification.The focus of this paper is to study how to solve the problems in the classification of municipal solid waste in Shanghai and improve the effectiveness of the implementation of municipal solid waste classification policies in Shanghai.In this paper,a diversity of research methods are used to analyze the current situation at china and abroad through literature research,couple with in-depth interviews and questionnaires to explore the status of waste classification to explore the status of waste classification in Shanghai,and applies polycentric governance theory and Smith’s Policy Implementation Processing Model as the analysis framework.First of all,the author obtains the information needed for the research of this thesis by consulting the literature on garbage classification,visiting government portals and questionnaires,and summarizes the development process of China’s urban solid waste classification policy by combing policy documents.While sorting out the implementation text of Shanghai municipal waste sorting policy and summarizing the Shanghai municipal domestic waste sorting policy,it is found that although the implementation of Shanghai municipal waste sorting policy has achieved certain results,there are still many problems.Secondly,in order to have a deeper understanding of the problems existing in the implementation of the domestic waste classification policy,further in-depth research is conducted on the classification of urban domestic waste with the help of in-depth interviews.Finally,a questionnaire is designed under the guidance of the Smith Policy Implementation Processing Model.In order to deeply probe into the real reason why the implementation effect of Shanghai municipal solid waste classification policy is not ideal,the rationality of the waste classification policy and the implementation effect of the policy implementing agencies,the participation of policy target groups and the external environment of the policy are analyzed as the "four factors" of Smith’s policy implementation process theory.Combined with the questionnaire survey,it deeply analyzes the reasons that hinder the implementation of the garbage classification policy,and on this basis,some effective suggestions are put forward to improve the implementation of the municipal garbage classification policy in Shanghai.
