Research On Legal Measures For The Protection Of Yellow River Delta Wetland

With important economic,ecological and social values,wetland is one of the indispensable ecological resource on the earth,and plays an inescapable role in people’s lives.Since the founding of China,China has made numerous constructive achievements around the protection of wetland in the Yellow River Delta,such as the establishment of the basic framework of the public participation for wetlands and the ecological red line system,as well as the development of special environmental protection inspection,which have laid a certain foundation for the protection of wetland in the Yellow River Delta.As socialism with Chinese characteristics enters a new era,there are higher requirements for environmental protection,especially for wetland protection.As an important part of wetland conservation in China,the Yellow River Delta wetland needs to be protected by more perfect laws.It is important to promote the ecological protection and high-quality development of the Yellow River Basin,accelerate the overall construction of the Yellow River Estuary National Park,and realize the "rural revitalization" of the rural areas in the Yellow River Delta region.The paper is divided into five parts.Part one: the introduction.It introduces the motivation of the study,explains the background of the study,analyzes the significance of the study,reviews the current situation of domestic and foreign research,and explains the research ideas,framework and methods.Part two:Overview of wetland conservation in the Yellow River Delta.The concepts of wetland in the Yellow River Delta are introduced,and the basic theories of wetland conservation in terms of jurisprudence and ecology are explained.Part three: the current setbacks of wetland conservation in the Yellow River Delta and the existing legal deficiencies.The current situation of wetland in the Yellow River Delta is introduced,and the current status of legislation on wetland protection in the Yellow River Delta is explained at the national and local levels,and several types of problems in the legal protection of wetlands in the Yellow River Delta are analyzed and concluded: first,the effective connection between the Dongying Wetland Protection Regulations and the Wetland Protection Law;second,the level of wetland resource management in the Yellow River Delta needs to be strengthened;third,the environmental public interest litigation system in the Yellow River Delta wetland Fourth,the supervision of local environmental inspection in the wetlands of the Yellow River Delta is weak and the supervision mechanism of environmental inspection needs to be improved;fifth,there are deficiencies in the legal system related to wetland protection,namely,the public participation system in the wetlands of the Yellow River Delta needs to continue to be improved,the ecological compensation system in the wetlands is not sound yet.Part four: the analysis and reference of legal policies on wetland protection in typical domestic countries.Part five: legal improvement measures to the Yellow River Delta wetland.That is to say,in view of the above problems,with reference to the experience of wetland protection in typical domestic countries,the corresponding legal solutions are given to promote the protection of wetland in the Yellow River Delta.
