Research On The Implementation Of Water Quality Improvement Policy Of Manshui River In Qingyuan City Based On Smith Mode

Water is the source of life,the foundation of all things,and an indispensable natural resource for human survival.Building ecological civilization is a long-term plan that is related to the well-being of the people and the future of the nation.In 2018,according to the principle of "Ten Rules of Guangdong",the water quality "can only be better but not worse",Guangdong Province formulated water quality assessment objectives for Manshui River,a tributary of Beijiang River,involving two sections of Sanqing Bridge and Huangkan Bridge of Manshui River in Qingyuan City.In 2022,the "14th Five Year Plan" of Guangdong Province will raise the water quality target of the two provincial examination sections of Manshui River in Qingyuan by one level,and the pressure on environmental governance of Manshui River will further increase.The government must adopt more comprehensive water environment governance policies to further improve the water quality of Manshui River.Through literature review,field survey,investigation from relevant government departments and the public,the author carefully combed out how the government departments in Qingyuan City have significantly improved the water quality of Manshui River in Qingyuan through pollution control measures on livestock and poultry breeding pollution,aquaculture pollution,agricultural planting pollution,domestic sewage pollution and other aspects since the 2018 assessment.In 2022,the province proposed that the water quality assessment target of Sanqing Bridge on the Manshui River should be raised from Class III to Class II in 2023,and the water quality of Huangkan Bridge on the Manshui River should be raised from Class V to Class IV.Qingyuan City has conducted a new investigation on the pollution of the Manshui River,and has formulated new water pollution prevention and control work plans for the aquaculture mode,tail water treatment,low operating efficiency of domestic sewage treatment facilities,agricultural planting non-point source pollution,etc,Targeted water treatment,but encountered many problems during the policy implementation process.Based on the Smith policy implementation model,this paper uses the Case study method and survey research method to study the implementation of policies for improving the water quality of Manshui River in Qingyuan City.In order to further improve the water quality of Manshui River,the effectiveness of environmental governance of Manshui River in Qingyuan City and the problems existing in the process of policy implementation are summarized as follows: loopholes in the policy system,weak linkage between the executive agencies,low policy coordination of target groups The prerequisites for environmental governance are insufficient,and the reasons for the existing problems are analyzed.The policy system is not sound,the executing agencies have conflicts of interest,and environmental factors are not in line with environmental governance.The optimization measures for improving the water quality of the Manshui River are proposed as follows: improving the legal and regulatory system for water environment governance,strengthening the collaborative governance of policy executing agencies,forming a positive interaction between the government,social organizations,and the public,and creating an environment for environmental governance.
