| Since the 18th CPC National Congress,General Secretary Xi Jinping has repeatedly emphasized the importance of "clean waters and green mountains",pointing out that protecting rivers and lakes bears on the well-being of the people and the long-term development of the Chinese nation.Under the strategic background of the integration of the Yangtze River Delta,promoting the coordinated governance of trans-boundary rivers and lakes is not only an important way to solve the fragmentation of water pollution control,strengthen regional exchanges,and build a trust mechanism,but also a key link to explore collaborative experience and promote the integration of public services,industrial development and other integration with ecological green integration.Based on the SFIC model and the theory of resource dependence,this paper makes appropriate amendments to the SFIC model,analyzes the action process of the coordinated governance of cross-border rivers and lakes in the context of the external environment with five elements of "starting conditions-system design-catalytic leader-collaborative process-coordinated effect",and integrates the hierarchical resource dependence,relational resource dependence,technological resource dependence Five types of resource dependence generated in the process of institutional resource dependence and other actions are embedded in it,and the "resource-coordination" integrated analysis framework is constructed.Investigate and analyze the first cross-border lake Xue Luo Yang in the demonstration area to achieve inter-provincial integrated governance,summarize the current situation and characteristics of collaborative governance,analyze the obstacles of collaboration,and propose collaborative strategies for the management of cross-border rivers and lakes in the Yangtze River Delta.The study found that the Yangtze River Delta cross-border river and lake governance has gone through four stages of development.Under the integration strategy,it has gradually formed the basic characteristics of problem-oriented,from sporty governance to normalized governance,relying on project system,promoting the division of labor and joint governance of multiple subjects,and the governance action is gradual,and the local experience is expanded and extended.In the individual governance action of trans-boundary rivers and lakes in the demonstration area,the catalytic leadership of individuals and organizations is the key driving factor of the action,and the organizational structure and core governance rules of collaborative governance are constructed through institutional design.In practice,the experience and characteristics of cross-border river and lake collaborative governance in the context of China,such as promoting the establishment of trust mechanism,paying attention to informal agreements,building governance ladder,and promoting the deepening of collaboration with phased wins,have been formed,which is of reference significance for the Yangtze River Delta and national cross-regional water resources governance.The problems faced by the coordinated governance of trans-boundary rivers and lakes in the Yangtze River Delta are mainly reflected in the following aspects: the governance concept remains at the "joint" stage,and the coordinated governance still mainly depends on the promotion of individual actors,with a strong catalytic leadership tendency;In terms of governance rules,there is a lack of content of guarantee factors,and there are three aspects of fragmentation in collaborative governance: allocation of capital resources,allocation of responsibility resources and allocation of achievement resources;In terms of governance subject,the government is the core of governance,and enterprises participate in it through bidding marketization mechanism,while the substantive participation of the public and social organizations is weak;In terms of governance technology,water environment governance and "Internet plus" information technology barriers are too high,and governance subjects are limited in attention and tired of coping with the crisis;In terms of governance roles,governance participants have multiple identities,and the dual pressure of their own work and water control tasks easily makes them lack of skills in water control tasks due to their heavy work.The crux is the mismatch between resource dependence and governance actions in collaborative governance,such as relationship dependence,system dependence,level dependence,technology dependence and human dependence.Accordingly,this paper proposes countermeasures to break the barriers of collaborative governance from the five dimensions of "environmental protection","relationship embedding","policy empowerment","resource integration" and "power orientation",and constructs the collaborative strategy of the Yangtze River Delta cross-border river and lake governance system. |
