Research On The Dilemma Of NIMBY Facility Location Decision-making And Its Solution Path From The Perspective Of Risk-benefit Perception

In the process of urban modernization development,"the dilemma of location decision of adjacent facilities" has increasingly become a normal governance problem.The essence of this dilemma is the "policy disobedience" of the public to the decision-making of the location of the adjacent facilities to be built by the government.Based on the risk perception theory and benefit perception theory,this paper constructs a "risk benefit" perception analysis framework,selects Panyu waste incineration power plant and Changsha 230 nuclear industry project as the empirical research object,and analyzes the risk perception and benefit perception of the local government and the public near the facilities.It is found that the difference of "risk benefit" perception between the local government and the public is the direct reason why the location decision of adjacent facilities is in trouble.The public’s avoidance complex and the construction of subjective perception of the risk of avoidance facilities are the psychological root of the widening of the perceived difference of "risk benefit" between the two sides,and the internal driving force of the difficulty in implementing the location decision of avoidance facilities and causing avoidance conflicts.The lag of local government response and the closeness of the location decision are the key factors that eventually lead to the outbreak of the conflict and the impasse in the implementation of the location decision.Therefore,we can consider the solution to the dilemma of location decision of adjacent facilities from the two dimensions of openness and the whole process.On the one hand,we should break the closed traditional decision-making mode of site selection and strengthen open consultation and dialogue with the public;On the other hand,it extends and expands the decision-making process of public participation,improves and perfects the risk communication process in the whole process,optimizes the avoidance compensation path,and constructs a multi-agent negotiation and co governance pattern in the whole process,so as to strengthen the public’s recognition of the location decision of avoidance facilities.
