| As the mother river of Changsha County,Laodao river is an extremely important drinking water source,feeding 1041000 permanent residents.With the rapid economic development and population growth of Changsha County,affected by livestock and poultry breeding pollution,planting and farm pollution,industrial pollution and other pollution sources,the sewage discharge of Changsha County has increased year by year.Since the 18 th National Congress of the Communist Party of China,the pollution control of Laodao river has been significantly strengthened.The government has taken measures to establish the river head system,build sewage treatment plants,improve drinking water protection facilities,and carry out livestock and poultry breeding and retirement.However,due to the existence of unfavorable systems and mechanisms,limited sources of environmental protection funds,backward management capabilities and means,and lack of publicity and participation mechanisms,There is still a big gap between the water quality of Laodao River and the "encouraging people’s governments at or above the county level to take measures to raise the water quality of outbound sections under their jurisdiction to the class II standard for surface water" proposed in the "14th five year plan" for ecological environment protection of Hunan Province.It is urgent to solve the problem of water pollution control in Laodao River Basin.Under the background of comprehensively promoting the defense of clear water and blue sky throughout the country,the author conducted a comparative analysis of the recent years’ process of Laodao river pollution control in Changsha County,conducted an in-depth investigation on the pollution control mode of Laodao River in Changsha County,and found that there were problems in the control subject,capital source,technical level and ideological publicity of Laodao river pollution control.Based on the collaborative governance theory,it is proposed that the water pollution governance work should comprehensively use the four forces of the government,the market,universities and the public,achieve the combination of prevention and control,and clarify the main responsibility of the government;Market regulation,increase capital and talent investment;Scientific research enables us to break through the technology of pollution interception and treatment;Grass roots autonomy,improve public participation channels.This paper enriches the application scenarios of the collaborative governance theory,and provides reference for scientifically exploring the water pollution governance model suitable for the actual economic development of Changsha County basin in the new period,and optimizing and improving the pollution governance of Laodao River in Changsha County in the new period. |
