Research On Chinese Nonferrous Metals Industry Policy From The Perspective Of Policy Tools

Non-ferrous metal is the basic material for the development of national economy,is also an important raw material of high-tech industry,with the increasingly fierce international competition of mineral resources,non-ferrous metal resources are attracting high international and domestic attention,the development of non-ferrous metal industry is also related to the stability of the national industrial system and national resource security.For a long time,the Chinese government has formulated and implemented a wide range of non-ferrous metal industrial policies to promote the development of non-ferrous metal industry,from small to large,from weak to strong,but the reality found that the non-ferrous metal industry is still facing many problems such as unreasonable industrial structure,overcapacity,entity enterprise operating difficulties,ecological damage and so on.This shows that there are still defects in China’s non-ferrous metal industrial policy system,the policy formulation and collocation of policies is not perfect,and the industrial policy does not fit the development of non-ferrous metal industry.In order to better explore the existing problems and causes of the nonferrous metal industry policy,in order to provide optimization direction for future policy formulation,this paper first combed the development of nonferrous metal industry through field research and literature research,and analyzes the theory of industrial development,then on the policy policy,establish policy tools-policy structure-nonferrous metal value chain of the application of the policy attributes and policy tools.Through analysis,the external nature of the policy,notice and regulations,the quantitative analysis of policy tools: excessive use of environmental policy tools,internal proportion;industrial policy structure is unreasonable,policy objective and industrial development direction.The value chain distribution of non-ferrous metal industry is unbalanced,and the internal proportion is unreasonable.Through the analysis of industrial development theory,the reasons are obtained:China’s non-ferrous metal industry and industry development cycle are not fully matched,there is path dependence in the use of industrial policy tools,the deviation of policy tools affects the power point of industrial policies,and the lack of forward-looking scientific industrial planning leads to short-sighted policy lag.Finally,the countermeasures to optimize the industrial policy:(1)match the industrial life cycle;(2)optimize the use of industrial policy tools and pay attention to the rationality of factors;(3)comprehensively coordinate the distribution of industrial policies in the industrial chain and strengthen the policy force;(4)reasonably planning the industrial policy system and improve the industrial policy evaluation and adjustment mechanism.
