The "Fourteenth Five Year Plan" points out that China’s economy has shifted from high-speed growth to a new stage of high-quality development.Manufacturing is not only the main body of China’s real economy,but also the leading industry of the national economy.To achieve high-quality growth of the national economy,high-quality manufacturing must be the support.Although the overall scale of China’s manufacturing industry has reached the first in the world,the problem of unbalanced and insufficient development is still serious,and it also faces many challenges from home and abroad.At present,there are many factors limiting the high-quality development of China’s manufacturing industry.First,the innovation ability is insufficient,and the core components of key technologies depend on imports.In 2020,China’s market share in manufacturing industries such as intelligent instruments and high-end sensors will be less than 5%.Secondly,the energy efficiency is low.The output value of China’s manufacturing industry under the unit energy consumption is far lower than that of Germany and other manufacturing powers,while the total carbon emissions rank first in the world.Therefore,it is of great strategic significance to seize the above dual carbon goals and high-quality development opportunities to promote low-carbon green transformation of manufacturing industry for optimizing China’s industrial structure and accelerating high-quality economic development.However,the existing research on the measurement of high-quality development of regional manufacturing industry in China has not yet formed a unified conclusion.At the same time,few studies have analyzed the space-time evolution characteristics of high-quality development of regional manufacturing industry from multiple perspectives.In addition,most of the current researches on the influencing factors of high-quality development of regional manufacturing industry focus on single factor analysis,and few researches examine multiple factors at the same time.Therefore,this paper selects panel data from 30 provincial administrative units in China from 2008 to 2020,and constructs a spatial econometric model to conduct in-depth research on the green high-quality development of regional manufacturing industry in China from the aspects of measurement,space-time evolution,influencing factors and spatial spillover effects.The main conclusions are as follows:(1)In this paper,TOPSIS entropy weight method is used to measure the green highquality development level of manufacturing industry in various provinces and cities in China from 2008 to 2020,and the standard deviation ellipse method is used to analyze its spatio-temporal evolution characteristics.The research reveals that,from the overall perspective,the current spatial pattern of high-quality development level of China’s manufacturing industry is that from coastal areas to inland areas,the high-quality development level of manufacturing industry is gradually declining.Secondly,the polarization effect of high-quality development of China’s regional manufacturing industry is obvious,and the development imbalance between the eastern and western regions is more prominent,and there is a trend of further aggravation.From a local perspective,the high quality development level of manufacturing industry in the eastern,central,northeast and western regions shows obvious polarization characteristics in their distribution direction.In addition,during the investigation period,the development center of the eastern and northeastern regions moved to the southwest,while the central and western regions moved to the southeast.(2)The panel fixed effect model shows that the energy structure,innovation ability and openness level have a significant impact on the high-quality development of regional manufacturing industry,and show a significant spatial heterogeneity.As a whole,the energy structure will significantly inhibit the high-quality development of regional manufacturing industry,while the innovation ability and openness level will show a significant growth promoting effect.From the perspective of energy structure,its inhibition effect has a greater impact on the central region and a smaller impact on the eastern and western regions.From the perspective of innovation capability,the promotion of regional innovation capability has the greatest impact on the eastern region,and has less impact on the central and western regions.From the perspective of openness,the promotion of high-quality development of manufacturing industry in eastern and central regions is weak,while the promotion of western regions is greater.(3)The results of spatial autocorrelation analysis and spatial econometric model regression show that the growth of green high-quality development level of China’s regional manufacturing industry shows a significant positive spatial spillover effect.Under the five spatial weight matrices used in this study,there are significant positive spillover effects.The results show that the improvement of the high-quality development level of the manufacturing industry in a certain region has a significant pulling effect on the development of the manufacturing industry in the surrounding space related regions.(4)The results of spatial autoregression and spatial Dubin model prove that the spatial spillover effect of energy structure,innovation ability and openness level on the high-quality development of manufacturing industry in related regions is significant.The estimation results of five spatial weight matrices,namely,economic distance,K-order nearest neighbor,geographic distance,geographic distance square and geographic economic distance,are consistent.Among them,the energy structure has a significant negative spillover effect on the high-quality development of the manufacturing industry in the related regions,while the innovation ability and openness level have a significant positive spillover effect.Based on the above main conclusions,this paper puts forward corresponding policy recommendations to promote the high-quality development of China’s regional manufacturing industry.First,expand the installed capacity of clean energy,promote the marketization,affordable and civilian use of clean energy,and accelerate the construction of a new energy system that is efficient,safe,clean and low-carbon;Second,strengthen investment in scientific research and innovation,improve innovation efficiency,and accelerate the transformation of scientific and technological achievements;Third,expand the scope of opening up,broaden the field of opening up,and deepen the level of opening up;Fourth,cultivate regional growth poles,strengthen the circulation of elements within and between regions,and formulate targeted development plans according to regional characteristics,local conditions,and their own strengths and weaknesses.
