Problems And Countermeasures In Construction And Management Of Public Toilets In Pengzhou City

Public toilets are an important window reflecting the civilized image of a city,an important part of the city’s public sanitation facilities and one of the important carriers of the city’s overall environmental hygiene.The high population density and the large urban and rural areas of Pengzhou City make toilets the most important public service affecting people’s living environment due to the large amount of excretion of urine and faeces.The construction and management of urban public toilets is a key issue in the management of public toilets in China.Failure to properly arrange and handle these sanitation facilities will pose a great harm to the health of the public from a social perspective.With the continuous development of China’s economy and society,the development of cities will also vary from broad to subtle,and urban public toilets are an indispensable part of the social governance system.Since 2017,Pengzhou City has taken the implementation of General Secretary Xi Jinping’s important instructions on the "toilet revolution" as its guide,making the "toilet revolution" a basic project,a civilization project and a livelihood project.Public governments are also gradually realizing that proper management and planning of public toilets in cities plays a positive role in enhancing the social status of public toilets and the quality of public services.Therefore,the construction and operation management of public toilets is necessary to improve the social order of our public toilets and to make up for the deficiencies of our public toilets.The thesis firstly conducts a literature review study on the construction and management of urban public toilets.By reviewing relevant literature,it collects and collates research results and successful practical experiences on the construction and management of urban public toilets at home and abroad,and elaborates on the core connotations of the New Public Service Theory and the Spatial Production Theory,the main theoretical tools of this paper.Secondly,the research was conducted using the field survey method and the interview method.Interviews were conducted with the public toilet authorities,sanitation companies,as well as cleaning staff and toilet users to further grasp the current situation of public toilet construction and management in Pengzhou.Thirdly,on the basis of the above research,the problems and reasons for the construction and management of public toilets in Pengzhou City were studied and analyzed in conjunction with the new public service theory and the theory of spatial production.Finally,by drawing on advanced experience in China and relying on theoretical tools,it proposes feasible countermeasures in four aspects: public toilet supply services,public participation in governance,human-centred management methods,and the embodiment of diversified values.The thesis discusses the current deficiencies and shortcomings in the construction and management of public toilets in Pengzhou City,identifies the causes of the problems and in response to these problems,relative improvement measures have been developed to further improve the management system of public toilet construction in Pengzhou City.Further,it can provide effective suggestions for Pengzhou City to build a suitable environmental sanitation system and achieve the coordinated development of environmental sanitation and social economy.
