| At present,the global climate problem is becoming increasingly serious.China,as the biggest emitter of carbon,has an important role to play in the fight against climate change.As carbon emission management has the characteristics of public goods and its utility is indivisible,the market supply in this aspect fails.In addition,unlike air pollution and other environmental pollution,citizens do not have obvious personal feelings about carbon emissions,and it is difficult to actively participate in carbon emission control actions.Therefore,the government bears the main responsibility of controlling carbon emissions.Compared with the central government,local governments as policy implement will directly influence the effect of CO2 control.However,Chinese laws and regulations on carbon emission governance are less perfect,which limits the effect of local government on carbon emission governance.Since carbon dioxide,sulfur dioxide and other waste gas pollutants have the same root,local government’s waste gas pollution control has important collaborative carbon control significance.Therefore,From the viewpoint of waste gas control,the paper proposes the research subject of the relationship between the environment control of local government and carbon emission.Based on the research subject,the thesis firstly analyzes from the realistic level and the research level,and proposes the research hypothesis of this thesis.Secondly,by describing the current situation,we know the difference of environment regulation and carbon emission in different areas in China,and consolidate the basis of the study from the realistic level.Then,using the data of284 prefecture-level cities from 2006 to 2018,this paper empirically tested the direct and indirect impacts of environmental regulations on carbon emissions by using two-way fixed-effect model,grouping regression method and stepwise test method.On the basis of the above analysis,the empirical conclusions are as follows:(1)From the perspective of waste gas treatment,local government environmental regulation has a significant negative impact on carbon emissions,that is,waste gas regulation plays a synergistic carbon reduction effect.(2)Although higher level of economic development is negatively correlated with carbon emissions,it does not pass the significance test.GDP per capita,population size,industrial development,energy consumption and financial support promote the growth of carbon emissions.(3)With the continuous improvement of official assessment indicators,the environmental governance performance of local officials is more closely related to job promotion,which greatly stimulates the enthusiasm of implementing environmental regulations and improves the emission reduction effect of environmental regulations.In addition,young officials realize that economic development performance is not the only way to achieve promotion,and regional environmental performance has also become an important evaluation index for political promotion recognition,thus promoting the restriction effect of waste gas pollution control on carbon emissions.(4)Environmental regulation promotes the development of industrial structure level,However,the imperfect development of the third industry has limited the efficiency of reducing emissions from the industrial structure.Moreover,due to the relationship between industrial structure rationalization and environmental regulation is not significant,it is difficult to exert its due effect of emission reduction.On the basis of the conclusion,the paper proposes detailed policy proposals from two aspects: improving environmental regulation system and supporting policy system.In order to perfect the environment regulation system,it is necessary to strengthen the control and management of waste gas,and to set up an integrated environment regulation system.In terms of improving the supporting policy system,the government should improve the evaluation mechanism of officials and promote the coordinated development of industrial structure. |
