| In order to combat climate change,China has proposed a "double carbon" target in 2020,i.e."peak carbon" by 2030 and "carbon neutral" by 2060.As the main governance unit to achieve the "double carbon" target,low carbon cities are an important tool.The construction of a low-carbon city involves three levels of governance subjects: government,enterprises and the public.To achieve synergistic governance among multiple subjects in the construction of a low-carbon city,i.e.to strengthen the government’s leadership,unite enterprises and the public to form a synergy,and build a harmonious and stable governance foundation,is of great significance to achieve the "double carbon" goal,and is also in line with China’s efforts to build a "co-construction,co-management and sharing" system.It also coincides with the concept of "shared governance" in China.In order to explore how to achieve collaborative governance of multiple subjects in the construction of a low-carbon city,this paper takes Hefei as an example,applies Co-governance and polycentric theories,adopts literature research and case studies,and compares the current situation of the low-carbon city construction in Hefei and the current situation of collaborative governance of multiple subjects in the construction process through online collection and field research,and analyses the problems that exist.Hefei has established a government-led collaborative governance pattern with the participation of various subjects.Through the establishment of an innovation-driven development concept,the innovative use of information technology tools and the pilot construction of communities and industrial parks and other areas,synergy among multiple governance subjects has been initially achieved.Some problems have also been revealed,mainly in the form of ineffective performance of responsibilities by various subjects,poor information transfer between subjects and the need to improve the low-carbon market,which are also common problems in the construction of low-carbon cities in China.These problems are mainly due to the lack of understanding of the role of each subject,poor information transfer between subjects and the lack of collaborative governance mechanisms.Drawing on the experiences of Xiamen,Shenzhen and Hangzhou in the construction of low-carbon cities,this paper explores the governance path of collaborative governance of multiple subjects in the construction of low-carbon cities by referring to the governance experience of Hefei from the perspective of subjects’ willingness to govern,their roles and collaborative mechanisms. |
