Study On The Dilemma Of Ecological Governance In The Yangtze River Economic Belt

The construction of ecological civilization is one of the general layouts of the socialist cause with Chinese characteristics.Since the 18 th Party Congress,under the guidance of Xi Jinping’s thought on ecological civilization,China has vigorously promoted the construction of ecological civilization,and ecological governance has achieved remarkable results.In order to further promote the construction of beautiful China,China must overcome the dilemmas in ecological governance,especially the deep-rooted dilemmas affecting key ecological zones.The development of the Yangtze River Economic Zone is based on its unique geographical advantages and cultural background,and is one of the key strategies for coordinated regional development,moreover,it is a pioneer zone for the construction of ecological civilization.For the ecological management of the Yangtze River Economic Zone,the Central Committee of the Communist Party of China and the State Council attach great importance to it.This paper focuses on four dilemmas of ecological governance in the Yangtze River Economic Zone,namely,the dilemma of governance subject: alienation of public participation;the dilemma of governance object: spatial squeeze;the dilemma of governance tool: sluggish rule of law;and the dilemma of governance mechanism:administrative coordination contradiction.In the dilemma of public participation detachment,the three aspects of public participation detachment are mainly studied and analyzed,namely,the manifestation,causes and dissolution of public participation detachment,and the specific manifestation of public participation detachment mainly mentions the lack of public awareness of ecological governance,poor participation channels and insufficient participation motivation.Finally,the analysis of the causes and manifestations of the alienation of public participation gives corresponding methods and suggestions to eliminate it,i.e.,to awaken citizens’ ownership,to enhance public recognition of governance goals,and to create an atmosphere for public participation.In the dilemma of spatial squeeze,three aspects of spatial squeeze are studied and analyzed: the manifestation,causes and countermeasures of spatial squeeze;the manifestation of spatial squeeze mainly mentions the dense industry around the Yangtze River basin,the severe contradiction between urban people and land,and the severe urban ecological space squeeze;and the causes of spatial squeeze are analyzed,which are due to the superior geographical space around the Yangtze River economic zone,the lack of reasonable Finally,the analysis of the spatial squeeze and its causes gives corresponding methods and suggestions to eliminate the spatial squeeze,i.e.,the reasonable layout of land resources,industrial development,living space and ecological zones in the Yangtze River Economic Zone.In this dilemma,the three aspects of rule of law retardation are mainly studied and analyzed in terms of its manifestation,causes and countermeasures,among which the specific manifestation of rule of law retardation mainly mentions the lagging legislation and weak law enforcement,and analyzes the reasons for the formation of rule of law retardation,which is caused by the established procedures of law making,the ex post facto nature of legislation and the difficulty of law enforcement.Finally,in response to the analysis of the performance and causes of the rule of law retardation,corresponding methods and suggestions are given to eliminate it,namely,promoting scientific legislation and implementing strict law enforcement.In the dilemma of administrative coordination contradictions,three aspects of administrative coordination contradictions are studied and analyzed: the performance,causes,and countermeasures of administrative coordination contradictions,among which three aspects of administrative coordination contradictions are mentioned: the administrative coordination mechanism is still not sound,the contradiction of coordination of administrative interests,and the contradiction of environmental evaluation and performance assessment mechanism.Finally,the analysis of the administrative coordination contradictions and the causes of the contradictions gives the corresponding methods and suggestions to eliminate them,namely,to establish and improve the ecological governance coordination mechanism between different administrative divisions,to establish and improve the ecological governance coordination mechanism within each administrative department,and to strengthen the supervision and management of the government.As a model of river basin ecological governance,the study of the Yangtze River Economic Belt’s plight helps to deepen the theory of ecological governance in China,promote the practice of ecological civilization in China,and provide valuable experience and theoretical basis for ecological governance in China’s river basins.
