Study On Quality Evaluation And Optimization Strategy Of Rural Human Settlements In Xin’an River-Qiandao Lake Ecological Compensation Experimental Area

At the end of the 20 th century,many river basins across the country faced serious pollution problems,especially inter-provincial river basin pollution control problems have been urgently to be resolved.Since 2012,the country has been implementing inter-provincial ecological compensation mechanisms in the Xin ’an river basin,the Yellow River basin and the Ting River-han Kang River basin.By 2020,the Xinanjiang River basin ecological compensation pilot has completed three rounds,this is the first inter-provincial basin ecological compensation projects.In response to the policy of ecological compensation in the Xin ’an river basin,governments at all levels have implemented measures to protect and restore the ecological environment,develop green agriculture,and improve the rural human settlements environment,these measures directly or indirectly improve the rural living environment.This study focuses on the rural areas within the Xin’an River-Qiandao Lake Ecological Compensation Experimental Zone,covering ten counties(districts,cities)including Tunxi District,Huangshan District,Huizhou District,Shexian County,Xiuning County,Qimen County,Yixian County,Jixi County of Xuancheng City,Chun’an County,and Jiande City of Hangzhou City.Through literature review,data collection,and field research,this article analyzes and summarizes the current status and characteristics of the rural living environment in the ecological compensation experimental zone,and constructs an ecological compensation experimental zone rural living environment theoretical framework based on an in-depth interpretation of the Xin’an River Basin ecological compensation policy.In addition,this study establishes an evaluation index system for the quality of rural living environment and village satisfaction in the ecological compensation experimental zone.The entropy weight-TOPSIS method is used to comprehensively evaluate the quality of the rural living environment and village satisfaction,and the spatiotemporal differentiation of the rural living environment in the ecological compensation experimental zone is explored.Furthermore,the influencing factors of the rural living environment are analyzed using the structural equation model(SEM)and spatiotemporal geographically weighted regression model(GTWR).The findings indicate that:(1)In terms of the temporal evolution characteristics of the quality of rural living environment,the comprehensive score of rural living environment has been increasing year by year,from 1.408 in 2011 to 1.488 in 2020.The average scores of the rural ecological environment and rural living environment subsystems have been increasing year by year during the three rounds of pilot periods,while the average score of the rural production environment subsystem has shown a decreasing trend overall.The standard deviation has changed slightly and has undergone a process of first increasing and then decreasing overall.During the first and second rounds of pilot periods,the standard deviation increased from 0.101 in 2011 to 0.114 and 0.111 in 2014 and 2017,respectively.At the end of the third round of pilot period,it decreased from 0.111 in 2017 to 0.099 in2020.(2)Regarding the spatial distribution characteristics of the quality of rural living environment,the comprehensive quality of rural living environment in the ecological compensation experimental area displays a spatial distribution characteristic of "east high,west low" and "downstream high,upstream low".The spatial distribution of the quality of rural living environment in each subsystem is largely consistent with the comprehensive quality of rural living environment.(3)Finally,in terms of the spatiotemporal differentiation of the quality of rural living environment in the ecological compensation experimental area,the main factors affecting the quality of rural living environment include the water quality of the Xin’an River basin,the amount of rural non-point source pollution,the effective irrigation area,the proportion of total income from rural tourism,the population density of rural areas,and the proportion of rural low-income households.(4)based on the overall satisfaction score of rural residents,Chun’an County and Jiande City located downstream of the Xin’an River have a high level of satisfaction with rural living environment,with scores of 4.049 and 3.794,respectively.Qimen County and Huizhou District have a relatively high level of satisfaction,with scores of 3.44 and 3.431,respectively.Jixi County has a moderate level of satisfaction with a score of 3.409.In contrast,Huangshan District,Yixian County,Shexian County,Xiuning County,and Tunxi District located in the middle reaches of the Xin’an River basin have low or relatively low levels of satisfaction with rural living environment,with scores of 3.274,3.3,3.276,3.191,and 3.226,respectively.(5)There are 11 indicators that influence the satisfaction of rural residents in the ecological compensation experimental area for rural living environment quality,including self-evaluation score,industrial production facilities,breeding environment and fecal treatment,infrastructure,convenience of shopping,cultural and sports facilities,children’s education,medical treatment for villagers,satisfaction with environmental protection policies,age of housing,and village governance level.In conclusion,optimization strategies are proposed at the county(district,city)level for achieving sustainable and orderly improvement of the rural living environment,with a focus on the three dimensions of ecology,production,and livelihood.The impact mechanism of ecological compensation on the rural living environment is explored through the evaluation of villagers’ satisfaction and spatiotemporal differentiation analysis.The research on the improvement of the rural living environment in the ecological compensation experimental area has important theoretical and practical value,as it helps to enhance the quality of the rural living environment,narrow regional differences,optimize the formulation of ecological compensation policies,and provide feedback for the construction of the ecological compensation experimental area.Figure [46] Table [26] Reference [106]...
