The Influence Of Foreign Direct Investment On The Efficiency Of Local Environmental Protection Financial Expenditure

General Secretary Xi Jinping has delivered report to 19 th CPC National Congress,pointing out that the principal contradiction facing Chinese society has evolved into the contradiction between unbalanced and inadequate development and the people’s ever-growing needs for a better life.The so-called good life includes political,economic,social,cultural,ecological and other aspects.However,with the continuous growth of China’s economy,the environmental pollution problem in some places has not been effectively alleviated,and China’s environmental and ecological status has been highly concerned by the central and local communities.Since 2007,although the scale of national investment in environmental protection has gradually expanded,the improvement of environmental protection in some regions is not obvious,indicating that the index of environmental protection expenditure efficiency has not been effectively improved.Therefore,this paper will comprehensively evaluate the efficiency of environmental fiscal expenditure of each municipal government in China.Suggestions are put forward to improve the problems existing in the current situation of environmental protection in China,so as to make the financial expenditure of environmental protection better meet the needs of people yearning for a better life.The vigorous development of foreign direct investment in China has played an important role in promoting social and economic development,but with the needs of the people’s yearning for a better life,the environmental problems caused by foreign companies in the cost of social resources and attention by people and the government department in China,in the new period to carry out national green open under the big background of the development of the concept,It is of great significance for China to further expand the level of foreign trade opening and improve the level of environmental protection to study the influence mechanism of foreign direct investment on the efficiency of local government environmental protection fiscal expenditure.Based on this,based on the panel data analysis of the fiscal expenditure efficiency of environmental protection at the level of prefecture-level cities in China from 2014 to 2019 and the direct investment of foreign enterprises,taking into account the accuracy of obtaining environmental protection information of some cities,this paper will emphatically evaluate the environmental expenditure efficiency of 108prefecture-level cities in China and study the differences.The SBM standard model is selected,and the data of the model come from the indicators of measuring environmental output and input of prefecture-level cities.The results show that the overall efficiency of environmental fiscal expenditure in China is low,and there are obvious differences between eastern and western regions and regions.Starting from the theory of economics,this paper puts forward two ways that foreign direct investment affects the efficiency of environmental protection fiscal expenditure through technological effect and changing fiscal expenditure structure.In the empirical part,this paper adopted the fixed effect model is analyzed,which Max Dea measuring environmental expenditure efficiency is as explained variable,the degree of fiscal decentralization,industrialization level,per capita GDP and population density factors as control variable regression analysis,and technical effect is verified through the intermediary effect model and the existence of the expenditure structure effect,In the robustness test,the empirical results are still significant and consistent with the theoretical hypothesis.Finally,according to the experimental results of the paper,the conclusion is drawn: Foreign direct investment in China on the whole can improve the local environmental protection efficiency of fiscal expenditure,the eastern region of the foreign direct investment on environmental protection and expenditure efficiency of funds have a positive effect,the western region to absorb foreign capital will reduce the efficiency of local environmental expenditure,and foreign direct investment through the analysis of technical efficiency and the effect of the structure affect national fiscal expenditure efficiency,and puts forward the corresponding policy recommendations.
