Ecological security is the foundation for sustainable economic development,and "achieving peak carbon and carbon neutrality" is an inherent requirement for China’s sustainable development,and reflects China’s responsibility to actively participate in global climate change governance.The 20 th Report once again proposes to actively and steadily promote carbon peaking and carbon neutrality.Achieving a dual carbon strategy is no longer just an appeal for environmentalists,but an important strategy that all social entities must consider.China is the world’s largest producer and consumer of coke,and annual carbon dioxide emissions from the coking industry are estimated at around 150 million tonnes,with huge potential for emission reduction.A sound and optimised risk management system for environmental responsibility in coking enterprises can comprehensively identify risk factors and strengthen internal supervision and management of the company,allowing the company to turn the pressure of double carbon into a driving force for sustainable development.This is an effective way to promote the double carbon strategy from the source.Therefore,the study of environmental responsibility risk management in the coking industry is of great significance.Firstly,the current situation of environmental liability risk management in Company Z was analysed.Through on-site visits and questionnaires,it was found that the company has insufficient management attention,incomplete organisational structure and inadequate response mechanisms.In conjunction with the expert group’s evaluation recommendations,three primary risk indicators were identified,including "risk management awareness","internal management control" and "monitoring and feedback mechanism",and 15 secondary risk indicators were identified.15 types of risk indicators.Then,based on the risk identification results,a risk assessment index system for environmental responsibility was established,and risk weighting coefficients were determined using the hierarchical analysis method.Finally,the analysis using the fuzzy comprehensive evaluation method showed that there is a high risk in the risk control system of environmental responsibility in Company Z.The risk level of the primary indicator "risk management awareness" is medium,and the risk level of "internal management control" is high and the risk level of "supervision and feedback mechanism" is medium.In general,the level 2 indicators of "human resources deployment","organisational structure","internal environmental audit","environmental risk The five factors of "Management Committee" and "Operation and maintenance management of project facilities" are of the highest risk.According to the results of the risk level evaluation,from "improve the basic environmental construction,strengthen internal management","strengthen the supervision and feedback mechanism,optimize the performance assessment",and "popularize the environmental protection policy,enhance public awareness " We have developed targeted measures to optimise the risk management of environmental responsibility in three areas.This article will help enterprises achieve 2030 carbon peak and 2060 carbon neutral,and strive to achieve net zero emissions as soon as possible on this basis.
