The Research On The Impact Of Government Environmental Information Disclosure On Corporate Environmental Responsibility

Environmental issues are related to people’s livelihood.China’s current environmental status does not match economic development,and the problem of "incomplete implementation" of traditional environmental regulations is increasingly apparent.How to achieve the harmonious coexistence of "gold and silver mountains" and "clear water and green mountains" is an important issue to achieve sustainable development.The 19 th National Congress report proposed a new concept of "diversity,sharing and common governance" for the construction of ecological civilization.It shows that environmental governance should not be limited to a single administrative drive,and how to mobilize the self-drive of various entities has become a key issue in institutional design.As the creator of economic interests and the destroyer of ecological interests,enterprises should consciously participate in environmental governance,take the initiative to assume corporate environmental responsibility,and realize the dual sustainable development of economic performance and environmental performance.The particularity of the government environmental information disclosure system lies in that it makes every environmental governance subject have the opportunity to know and participate in the disclosure of information.In view of this,this paper discusses and examines the impact of government environmental information disclosure on corporate environmental responsibility,which has important practical significance.In this paper,by constructing and analyzing the government,enterprises and public environmental governance interactive model,and find that the implementation of government environmental information public to the central government and the public on environmental responsibility fulfillment situation of local government supervision,supervision and pressure will result in local government stricter environmental regulation,strengthen environmental regulation drive enterprise further perform environmental responsibility.It is found that the characteristics of enterprises have an impact on the environmental behavior of enterprises in response to public pressure,and the enterprises with more perfect internal control and richer functional background of senior management team are more conducive to making far-sighted environmental decisions.This paper further uses the panel data of listed companies from 2013 to 2018 to empirically test and finds that government environmental information disclosure can significantly promote enterprises’ environmental responsibility performance,especially for non-municipal enterprises and state-owned enterprises.The heterogeneity of corporate internal control and executive functional background will further strengthen the facilitation effect,but if corporate executives have government working background,they may evade corporate environmental responsibility through "rent-seeking" behavior.The research shows that the government environmental information disclosure system is beneficial to enhance the corporate responsibility of environmental governance,and it is necessary to further refine and standardize the government information disclosure,strengthen the construction of corporate environmental responsibility,realize the synergistic effect of government environmental responsibility and corporate environmental responsibility,and promote the dual sustainable development of economy and environment.
