With the rapid development of modern society,the scale and number of commercial complexes continue to increase.On the one hand,they meet people’s diverse needs for entertainment and consumption and provide great convenience for urban economy,culture,education and so on.On the other hand,their functions are becoming more and more complex with high population density and mobility,resulting in an increasing number of stampede accidents.This alerts managers to improve their emergency management capabilities to ensure the safe operation of commercial complexes.At present,research on emergency management capabilities for stampede incidents in commercial complexes is quite scarce.Research on commercial complexes mainly focuses on fire protection design,building codes,evacuation simulation and other aspects.Relying solely on design codes makes it difficult to fully consider the emergency management capabilities of commercial complexes in handling emergencies.This paper aims to construct a scientific and effective emergency management capability assessment model for stampede incidents in commercial complexes to identify deficiencies in emergency management and conduct field verification analysis to propose corrective measures to improve the emergency management capabilities of commercial complexes.Firstly,through literature research,the definition of emergency management capability assessment for stampede incidents in commercial complexes was defined.Based on the achievements of emergency management capability assessment at home and abroad and in combination with stampede incidents that occurred in commercial complexes,factors affecting the emergency management capabilities of commercial complexes for stampede incidents were identified and screened to construct an index system for emergency management capability assessment for stampede incidents in commercial complexes.Secondly,the weights of each index were calculated using a combination of game theory-based FAHP and entropy weight method.The results showed that fire protection facilities guarantee,expert support decision-making,personnel rescue and other indicators have larger weights and are key to improving emergency management capabilities for stampede incidents.Then a fuzzy comprehensive evaluation was used to construct an emergency management capability assessment model for stampede incidents in commercial complexes to solve defects such as fuzzy index information and incomplete index data and determine the evaluation criteria for emergency management capability assessment.Finally,a field survey was conducted on a commercial complex.Relevant data and information were obtained through questionnaires and interviews to calculate that the overall emergency management capability of the commercial complex is above average.Its main weaknesses are: the main entrances and exits of the mall are major stampede risk points;promotion exhibition areas and escalators have certain stampede risks.In addition,fire protection facilities guarantee,mall monitoring mechanism,personnel rescue and other aspects need to be strengthened.This research proposes improvement measures for managers of commercial complexes.It is of great significance for improving the standardization and effectiveness of emergency work,enhancing the emergency management capabilities of commercial complexes and achieving safe operation of commercial complexes.
