| With the increasing attention to environmental protection,ecological and environmental governance has become an important issue in today’s society.Regional legislative collaboration on ecological and environmental governance is an important means of solving environmental problems across administrative regions,which can promote collaboration between different regions,facilitate resource sharing,and achieve coordinated development.In China,environmental problems have become an important factor affecting sustainable economic and social development,and regional legislative collaboration on ecological and environmental governance can provide legal support for environmental governance.However,the current regional legislative system in China is relatively backward,and the implementation guarantee mechanism is not yet sound,making it difficult to meet the urgent requirements of regional ecological and environmental governance.This paper explores the feasibility of legislative collaboration and draws on domestic and foreign experiences to analyze the problems and difficulties China faces in cross-regional ecological and environmental governance,with the aim of providing support for regional legislative collaboration on ecological and environmental governance.Chapter 1 provides an overview of regional legislative collaboration on ecological and environmental governance,its necessity and feasibility.In this section,the author analyzes the legal and theoretical basis of regional legislative collaboration at the present stage,laying a foundation for subsequent chapters.In Chapter 2,the author considers the complex characteristics of ecological elements in the Youshui River Basin and the Chishui River Basin ecological zones,analyzes advanced legislative cases in the European Union and the United States,and explores three models of regional legislative collaboration on ecological and environmental governance based on multi-faceted research on ecological and environmental governance.Chapter 3 summarizes the problems and difficulties of regional legislative collaboration in China based on the analysis of the theoretical and practical foundations and analysis of domestic and foreign case studies.The author finds that regional legislative collaboration on ecological and environmental governance in China still faces many challenges,including a single type of legislation,administrative decentralization hindering legislation,conflicts of local interests,and inadequate implementation guarantee mechanisms,and studies the essence of these problems and difficulties from the perspective of China’s ecological and environmental status,political system,and socio-economic development.Chapter 4 provides recommendations for improving regional legislative collaboration on ecological and environmental governance based on the challenges and problems raised in Chapter 3.Through strengthening research and exploration of regional legislative collaboration,promoting the diversification of legislative types,regulating local administrative power,balancing local interests,establishing sound implementation guarantee mechanisms,and implementing the whole process of people’s democracy,the effectiveness and level of ecological and environmental governance can be continuously improved.Through the research and writing of this article,the author believes that only by adhering to legislation as the foundation,collaboration as the support,public participation as the safeguard,and information openness as the link,can sustainable development and comprehensive governance of regional ecological and environmental be achieved.At the same time,academia should continue to strengthen research and implementation of regional legislative collaboration,improve legislative quality and efficiency,optimize law enforcement assistance and communication coordination mechanisms,establish sound social public participation and information openness mechanisms,and further enhance the quality and effectiveness of regional legislative collaboration on ecological and environmental governance. |
