Energy security is indispensable for economic development and social progress.At present,large energy consumption,low energy utilization rate,high energy dependence and huge pressure on carbon emission reduction seriously restrict the sustainable development of China’s economy and society.Under the background of the contradiction in energy security,because of its environmentally friendly,low cost and characteristics of "carbon neutral",biomass energy become our country’s important gripper to promote low-carbon transformation,promote energy conservation and emissions reduction,but the biomass industry development is likely to cause "compete for food with people"," battle field" and "food security" issues,therefore,how to achieve coordinated development between energy security,environmental security and food security,become the key problems to be solved in our country.From the perspective of "food security",this paper establishes an evaluation and analysis framework for the development potential of biomass energy in China under the constraint path,analyzes the relevant promoting factors and limiting factors affecting the development of biomass energy,and puts forward corresponding countermeasures and suggestions.The main work and results are as follows:Firstly,the development potential of the biomass energy industry in the province is evaluated.In this paper,PSR theoretical model is introduced to build a comprehensive index evaluation system for the development potential of regional biomass energy,and the relative nearness degree is calculated by entropy value method of objective weight and multiple decision TOPSIS method.The results are as follows.(1)The development potential level of China’s provincial biomass energy from 2008 to 2017 shows an overall rising time series.(2)There are cross-sectional differences in the development potential level of China’s provincial biomass energy,which is based on the closeness index value of development potential.According to the classification,Jilin,Jiangsu,Zhejiang,Fujian,Jiangxi and Hunan are in the first echelon.(3)Pressure-State-Corresponding three subsystems index values show different time-series dynamic evolution trajectories.Secondly,the influencing factors of biomass energy development in China are analyzed.In this paper,the key factors that affect the development level of biomass energy are extracted from the four aspects of food security,environmental factors,policy factors and energy market,and the Panel Tobit stochastic Effects model is selected to empirically analyze the degree of influence of various key factors on the development of regional biomass energy in China.The results are as follows,(1)From the perspective of overall effect,food production resources,food availability and stability,and food acquisition capacity have a restrictive effect on the development of biomass energy.(2)From the perspective of intermediary effects,the per capita income of residents is a completely intermediate variable that affects the development potential of biomass energy by carbon emissions.(3)From the perspective of regional heterogeneity analysis,there are significant differences in the degree to which different echelon provinces are affected by different factors,and the food security status of the third echelon province has a positive effect maximum.Finally,the paper puts forward the incentive policy for the development of biomass energy industry in China.On the basis of the above research results,relevant regulation policies and incentive policies for the development of China’s biomass energy industry are proposed from five aspects,including adjusting national strategy,building energy system,expanding market demand,improving professional level and carrying out international cooperation.
