Research On The Impact Of China’s Outward Foreign Direct Investment On The Carbon Emission Performance Of Home Countries

Improving carbon emission performance is an important way to promote high-quality economic development in China.As an important carrier of high-quality economic development,foreign direct investment also has an important impact on carbon emission performance.Therefore,under the dual background of "going out" and "double carbon",studying the impact of foreign direct investment on the carbon emission performance of the home region can not only provide new ideas for China’s low-carbon development,but also provide reference for China’s improvement of foreign direct investment-related policies.Based on the existing literature,this paper constructs a theoretical analysis framework of the impact of China’s outward foreign direct investment on the carbon emission performance of the home country,and uses the panel data of 30 provinces(municipalities and autonomous regions)in China from 2004 to 2019 to study the impact of China’s outward foreign direct investment on the carbon emission performance of the home country.On this basis,the carbon emission performance is divided into technical efficiency and technical progress,and the mechanism of the impact of China’s outward foreign direct investment on the carbon emission performance in the home region is further discussed.The main conclusions are as follows:(1)There are time and regional differences in China’s outward foreign direct investment and carbon emission performance.Judging from the development trend of foreign direct investment in China,the total amount of foreign direct investment in China shows a steady growth trend,and the provinces with high level of foreign direct investment in China mainly include Guangdong and Shanghai.According to the development trend of China’s carbon emission performance,China’s carbon emission performance showed a trend of first decreasing and then increasing from 2004 to 2019,among which Beijing,Shanghai,Tianjin and other provinces had higher carbon emission performance intensity.In addition,through the decomposition of carbon emission performance,it is found that the main driving force of China’s carbon emission performance growth is technological progress.(2)Generally speaking,China’s outward foreign direct investment can promote the carbon emission performance of its home country.Further analysis shows that the impact of China’s outward foreign direct investment on the carbon emission performance of the home region is heterogeneous.In terms of time,China’s outward foreign direct investment in 2011-2019 can promote the performance of carbon emissions in the home region.In terms of the level of environmental regulation,China’s outward foreign direct investment can only promote the carbon emission performance in areas with high level of environmental regulation.In terms of the level of foreign direct investment,the promotion of China’s outward foreign direct investment to the carbon emission performance of the home country is only reflected in the areas with high level of foreign direct investment.In terms of carbon emission performance intensity,only in regions with strong carbon emission performance can China’s outward foreign direct investment be beneficial to the improvement of carbon emission performance in the home region.(3)From the mechanism,China’s outward foreign direct investment mainly improves the carbon emission performance of its home country by influencing technological progress.The results of sub-sample test show that there are significant temporal and spatial differences in the impact path of China’s outward foreign direct investment on the carbon emission performance of the home country: from 2011 to2019,the impact of China’s outward foreign direct investment on the carbon emission performance of the home country was mainly achieved by promoting technological progress;In areas with high environmental regulations and strong carbon emission performance,China’s outward foreign direct investment promotes the carbon emission performance of the home country by improving technical efficiency;In areas with low level of foreign direct investment,the impact of China’s outward foreign direct investment on the carbon emission performance of the home region is mainly achieved by promoting technological progress.
