Over the years,China has experienced miraculous growth and rapid industrialization,and the well-being of our people has increased dramatically.However,this has not come without a price.The crude industrial development model has led to huge consumption of natural resources and increasing environmental degradation,seriously endangering the of residents and the efficiency of production.In the context of "dual carbon" target and deep decontamination,the contradiction between economic growth and environmental management has become increasingly acute as ecological and resource constraints continue to tighten.To realize the dual economic-ecological dividend,it should seize the opportunity of transformation,promote development mode transformation and industrial structure upgrade,and improve environmental performance.To this end,it is necessary to make joint efforts on the production and governance sides to improve production efficiency and reduce ecological costs with production intensification and environmental regulation,and to promote environmental performance improvement in a concerted manner.So,what is the effect of industrial agglomeration and environmental regulation on environmental performance? Through what transmission mechanisms do they work? Are there any synergistic schemes between them? The examination of these questions can help optimize the industrial development model,balance economic growth and environmental governance,and provide a basis for decision making on industrial layout and regional synergistic governance.In order to answer the above questions,this thesis first analyzes the transmission mechanism,spatial spillover effects and synergistic effects of industrial agglomeration and environmental regulation affecting environmental performance based on combing related literature.Second,I measure the environmental performance of each province based on the EBM-DEA model under the total production technology and analyzes its spatial and temporal evolution pattern.Third,I introduce environmental factors into the traditional output density function to derive the theoretical framework by which industrial agglomeration and environmental regulation affect environmental performance.Finally,I examine the transmission mechanism and explore the synergy between industrial agglomeration and environmental regulation.My results provide useful references for regional synergistic governance,industrial cluster layout,and industrial green transformation,and the research contents and findings are as follows.First,by combing the literature,the scale and congestion effects of industrial agglomeration and the Porter and cost effects of environmental regulation are analyzed,which provides theoretical support for empirically testing the effects of both on environmental performance.On this basis,a transmission mechanism framework of green innovation,factor mismatch,division of labor deepening,and structural distortion is constructed to analyze the paths of industrial agglomeration and environmental regulation affecting environmental performance.On the one hand,industrial agglomeration can produce scale effects,increase the frequency of knowledge and information sharing,and improve the overall level of industrial production.On the other hand,industrial agglomeration is accompanied by pollution agglomeration and resource consumption agglomeration,which produce congestion effects.Thus,the impact of industrial agglomeration on environmental regulation is phased,depending on which effect dominates.Similarly,when the Porter effect prevails,environmental regulation is beneficial to improve environmental performance,and vice versa.On this basis,the synergy between industrial agglomeration and environmental regulation is analyzed to provide theoretical support for the synergy between the production side and the governance side.Second,the environmental performance of each province is measured by combining EBM-DEA and total production techniques,and its dynamic change composition is decomposed by using Luenberger index.Then,the spatio-temporal evolution pattern of environmental efficiency is examined by Kernel estimation and Markov chain.During the investigation period,there is an upward trend in the national environmental performance,but the growth rate is slow.By stages,environmental performance improved significantly during the Eleventh Five-Year Plan period,and declined nationwide after the Twelfth Five-Year Plan period.Technological progress is the main driver of environmental performance improvement,and there is a scale effect.The evolution of environmental efficiency has both temporal and spatial path dependence,so it is difficult to change across levels in a short period of time,and environmental efficiency is significantly positively correlated between neighboring regions.In addition,the "club convergence" feature is obvious,and there is a Matthew effect of "the weaker the weaker,the stronger the stronger" in environmental efficiency.Third,based on the relationship derived from the output density function,a two-way fixed effect model is constructed to examine the effects of industrial agglomeration and environmental regulation on environmental performance.The results show that there is a "positive U-shaped" relationship between industrial agglomeration and environmental performance,which has a negative impact on environmental performance in the early stage of industrial agglomeration and a positive impact on environmental performance as industrial agglomeration increases.The Porter effect of environmental regulation dominates,which is conducive to environmental performance.Further,the spatial Durbin model is used to examine the spatial dependence characteristics of environmental performance and the spatial spillover effects of industrial agglomeration and environmental regulation.The results show that environmental performance is positively correlated between economic and geographic proximity,and industrial agglomeration has a positive U-shaped relationship with environmental performance in the surrounding areas,and environmental regulation has a positive spatial spillover effect.Finally,a mediating effects model is constructed to test the theoretical framework proposed in the previous paper,and a moderating effects model and a panel threshold model are used to explore the synergistic effects of industrial agglomeration and environmental regulation.The results show that green innovation,factor mismatch,regional division of labor,and structural distortion are effective transmission mechanisms for industrial agglomeration to affect environmental performance.In the early stage of industrial agglomeration,it is not conducive to green innovation,worsens factor mismatch,hinders the deepening division of labor,and aggravates structural distortion.When industrial agglomeration moves past the inflection point,it is conducive to green innovation,allocation optimization,division of labor deepening,and structural improvement,which positively affects environmental performance.The contribution of environmental regulation to environmental performance is mainly achieved by promoting green innovation,alleviating factor mismatch,deepening regional division of labor,and correcting structural distortions.At the same time,there is a synergistic effect between industrial agglomeration and environmental regulation.With the strengthening of environmental regulation,the inflection point of industrial agglomeration continues to shift leftward,realizing intensive production earlier and improving environmental performance.With the deepening of industrial agglomeration,the positive impact of environmental regulation on environmental performance increases.Based on the theoretical analysis framework and empirical test results,this thesis proposes implications to promote regional linkages,optimize industrial layout,and strengthen environmental governance to make concerted efforts on the production side and governance side,promote economic transformation and industrial upgrading,and improve environmental performance.
