| This thesis focuses on the"double carbon"goal of"peaking CO2emissions by2030 and realizing carbon neutrality before 2060"proposed by General Secretary Xi Jinping,and studies the carbon emission reduction in the power sector.Electricity is the public sector with the largest carbon emissions in China’s energy sector.In order to achieve green and low-carbon transformation,the problem of environmental externalities must be solved.This study focuses on Lianyungang,an energy-exporting city with multiple power generation methods,in the context of the"dual carbon"goal,and deeply explores the Influencing factors of CO2emissions in the power production process,assess the impact of various policies on carbon emission reduction in Lian yungang’s power industry from the policy level,and put forward policy suggestions.This paper mainly focuses on the problems,causes and countermeasures:Using systems theory,public policy theory,externality theory and public goods theory,this paper combs the existing emission reduction policies and related mechanisms of the power industry.Comprehensively summarize the current management status of carbon emission reduction in the power industry in Lianyungang City in recent years.Using the factor decomposition method of LMDI,quantitatively analyze the management issues of carbon emissions in the power industry of Lianyungang in recent years.The influencing factors of the total CO2emission change of the power industry in Lianyungang City during 2010-2019 were decomposed into seven specific factors,including carbon emission coefficient effect,thermal power generation efficiency effect,power structure effect,transmission line loss effect,local absorption ratio effect,power consumption intensity effect,and regional gross product effect.Based on the decomposition results,it is analyzed from a policy perspective that the carbon emissions issues in the power industry in Lianyungang City mainly include insufficient policy formulation,insufficient implementation of policy measures,and insufficient scientific and complete policies.After in-depth analysis of the current situation of carbon emission reduction management and related policies in the power industry of Lianyungang City,it is found that the main cause of the problem is that the relevant policy mechanism is not perfect.This paper analyzes the reasons of policy mechanism from the perspectives of policy objectives,policy stakeholders and policy implementation results.The results show that the carbon emission reduction targets of Lianyungang City are not specific enough,resulting in the lack of pertinence of policies.Lianyungang area has not formed a mature market mechanism,and the participation of all social subjects is insufficient.At the same time,the supervision means of carbon emission policy of the power industry in Lianyungang City are relatively weak,and the implementation effect of existing policies is not obvious.Aiming at the policy problems and causes of carbon emission in the power industry of Lianyungang City,countermeasures and suggestions are put forward,which mainly include the construction of low-carbon electric energy supply system,the establishment of low-carbon development supporting policies in the power industry and the promotion of energy conservation and emission reduction policies.The system dynamics method is used to predict the implementation effects of relevant policies.According to the simulation results,the implementation path of carbon emission reduction policies in the power industry of Lianyungang City is further optimized. |
