Research On The Intermediary Effect Of Chinese Environmental Regulation To Industrial Structure Upgrading

The 19th National Congress of the Party proposed that China’s economy has changed from a stage of rapid growth to a stage of high-quality development.But since the Reform and Opening,China has gone through the stage of sacrificing the ecological environment for the promotion of economic benefits.The present natural environment and energy conditions in China are still not optimistic.Therefore,the importance of environmental regulation has increased gradually in recent years.Industrial structure adjustment and upgrading is the key of high-quality economic development.As the most complete countries with industrial categories in the world,China’s industrial structure is complex and industrial development is unbalanced among regions,urgently facing the pressure of industrial transformation and upgrading.Therefore,facing the dual objectives of environmental regulation and industrial structure upgrading,this paper attempts to study the impact degree and impact path of environmental regulation on industrial structure upgrading,so as to provide ideas for formulating relevant policies.On the basis of summarizing the existing researches at home and abroad,this paper proposes the influence mechanism of environmental regulation on industrial structure upgrading based on the mediating effects of demand,supply,barriers and policies based on the theory of industrial structure upgrading,comparative advantage theory,environmental regulation hypothesis and other relevant theories.This paper also makes a comparative analysis of the changes of environmental regulation and industrial structure in the whole country and different regions in recent years by means of chart analysis,and mainly draws the conclusion that the intensity of environmental regulation is low,the effect of environmental regulation is stable but rising,and the difference between regional environmental regulation and industrial structure is obvious.Based on the existing research and combined with the scientific nature of indicators and the availability of data,this paper selects appropriate statistical values from the yearbook to construct the index system,which mainly includes industrial structure upgrading variables,environmental regulation variables,and four intermediary variables which are consumption demand,technological innovation,entry barriers and policy support,as well as other control variables.Then,this paper organizes them into provincial panel data and carries out tests of the static panel model,the intermediary effect model and the relevant measurement.And then the country was divided into east,central,west and northeast regions to investigate the regional heterogeneity of the impact of environmental regulations on industrial structure upgrading.The results show: first,the fixed effects model should be used to regression the national data;second,the overall national environmental regulation has a certain degree of direct positive impact on the upgrading of industrial structure,and will indirectly affect the upgrading of industrial structure through the optimization of consumer demand structure,the improvement of technological innovation,the increase of entry barriers and the enhancement of policy support;thirdly,the mixed regression model is more appropriate for the data of different regions,and the difference of influence between regions is obvious.Environmental regulation in the eastern region can play a positive role in the upgrading of industrial structure by improving consumer demand,technological innovation and policy support,while the four variables in the central region all have a positive intermediary effect.Although the two variables of consumption demand and technological innovation have mediating effects in the western region,the implementation of environmental regulations will have a negative impact on the upgrading of local industrial structure.In the northeast region,only the increase of entry barriers has a positive mediating effect on the process of environmental regulations affecting the optimization of industrial structure.Finally,based on the conclusions obtained,the paper puts forward relevant policy suggestions for the implementation of environmental regulation and the optimization of industrial structure,combining with the differences in the development of the whole country and different regions.
