| The excessive development and utilization of water resources,as well as the discharge of pollutants,have caused a series of environmental problems.In recent years,although the water environment problems in China have improved,problems such as black and odorous urban water bodies,river sedimentation,and the destruction of water ecological diversity still exist.Henan Province is one of the provinces with severe water shortage in China.The distribution of water resources is extremely uneven with the economic and social development of various regions,and the water quality level in the province is still mild pollution.It is evident that the issue of water environment governance cannot be ignored.In order to comprehensively improve the quality of water environment and solve the main contradictions in current society,it is necessary to build a scientific and reasonable water environment quality assessment system,design effective water environment governance models,and provides reference for the construction of ecological civilization and green development transformation in Henan Province and even the whole country.This article takes the water environment quality and governance model of plain cities in Henan Province as the research object.Guided by the problems existing in the water environment and the strategic needs of the country,and based on literature research,a water environment quality evaluation index system is constructed from three dimensions: the pressure faced by water environment problems,the state displayed,and the response made by the government and society.A water environment quality evaluation model based on variable fuzzy set theory is constructed;further empirical research is conducted using Zhumadian City as an example to verify the reliability of the model.And the article has constructed the water environment governance stakeholder collaborative governance model,water environment governance multi technology integration model,water environment governance water and soil joint governance model,in order to achieve the innovation of water environment governance model in plain cities of Henan Province.The main research conclusions are as follows:(1)A water environment quality assessment index system was constructed based on the pressure-state-response framework model.The article selects indicators such as population density,industrial output per 10000 yuan,per capita water resource occupancy,total nitrogen concentration in rivers,industrial reuse rate,and the proportion of environmental protection investment to GDP to construct an urban water environment quality evaluation index system;This article introduces the basic theory of set pair analysis to calculate the exponential potential of indicator sets.The results show that the set pair index potential of the water production coefficient,total phosphorus concentration in rivers,and per capita water resource possession are less than 1,which is in a counter trend,showing an increasing trend in their impact on urban water environment quality.The other 14 Index set have an index potential greater than 1,which is in the same trend,showing a weakening trend of impact on urban water environment quality.(2)A water environment quality assessment method system was constructed based on subjective and objective combination weights and variable fuzzy set theory.The article constructs a combination weight method based on Analytic Hierarchy Process and Entropy Weight Method to calculate the weights of evaluation indicators,and establishes a water environment quality assessment model for plain cities in Henan Province using Variable Fuzzy Set(VFS).Taking Zhumadian City,Henan Province as an example for empirical research,the results show that from 2014 to 2021,the water environment quality of Zhumadian City was generally in a rising trend,with the level characteristic value dropping from 2.96 in 2014 to 1.89 in 2021,and the level rising from general to good;The pressure layer in each criterion layer tends to be generally stable and at an excellent level;The state level has risen from poor to average;The water environment response level in Zhumadian City was classified as good in 2014 and 2015,and excellent after 2016.It can be seen that the water environment quality in Zhumadian City has been significantly improved,but there is still room for improvement.(3)This article designs a water environment governance model from three perspectives:stakeholders,technology integration,and soil and water joint governance.Based on cooperative game theory,the Shapely value method is used to analyze four models of collaborative governance among stakeholders in water environment governance.The results indicate that the water environment governance model needs to transform from a government single center governance model to a multi entity cooperative governance model.The multi technology integration mode of water environment treatment is designed from the perspective of PGPR in-situ ecological restoration,underwater habitat construction,construction waste recycling,industrial sludge recycling,and ETS composite microorganism;Considering the natural coupling of water and soil resources,the water and soil joint governance model of water environment management is designed.The organic combination of the above three modes provides reference for solving water environmental problems from the root. |
