| At present,China is in an important stage of accelerating industrial transformation and upgrading,abandoning the previous high-input and low-efficiency enterprise production mode,and pursuing low-input and high-efficiency economic development mode.Adhering to and practicing the concept of green development is the only way to promote the vigorous development of green economy.As a new concept of social development and values,the concept of green development can be traced back to the aspects of human nature,environmental philosophy and ecological ethics in modern western enlightenment thoughts.Taking the harmony between man and nature as the core value,the green low-carbon cycle as the main principle,and the construction of ecological civilization as the basic starting point,it is emphasized that while pursuing economic dividends,we should stick to the ecological red line and protect the ecological environment as the premise to maximize economic benefits,so as to realize the benign symbiotic development of economy and ecology.Under this background,in order to realize the green and sustainable development of economy,the Party and the government plan to formulate environmental regulation policies,so as to exert their restraint and supervision on enterprises and improve environmental quality.At present,one of the indicators to measure the development level of a region’s green economy is its green total factor productivity,which is widely used in academic circles.The purpose of this paper is to explore the influence of environmental regulation on China’s green total factor productivity,so as to put forward more scientific and reasonable environmental regulation policies,thus promoting the improvement of China’s green total factor productivity and realizing the green and sustainable development of China’s economy.Based on the classical theory and empirical analysis,this paper studies the influence of environmental regulation on China’s green total factor productivity by measuring the green total factor productivity,selecting the indicators of three different types of environmental regulation tools,calculating and modeling the comprehensive index of environmental regulation.First of all,read a lot of Chinese and English literature,sort out the action path of environmental regulation affecting green total factor productivity,and put forward three research hypotheses of environmental regulation affecting green total factor productivity;Then,using the relevant data of 30 provinces in China(excluding Tibet,Hong Kong,Macao and Taiwan)from 2006 to2020,the green total factor productivity is calculated by using MAXDEA software,and the green total factor productivity is comprehensively analyzed by GML production index based on Super-SBM model,and its evolution law is explored from two dimensions of time and space.Using benchmark panel model,this paper analyzes the relationship between heterogeneous environmental regulation and green total factor productivity,and obtains the comprehensive index of environmental regulation by entropy method to explore the overall impact of environmental regulation on green total factor productivity.Finally,it studies the influence path of heterogeneous environmental regulation and its comprehensive index on green total factor productivity,and explores it from three angles: technological innovation,industrial structure adjustment and foreign direct investment.The conclusion shows that: from the time span of the sample observation period from 2006 to 2020,China’s green total factor productivity is generally increasing;from the spatial dimension,China’s eastern and western regions are in a state of growth,while the central and northeastern regions are in a downward trend,among which the northeast region is obviously declining;The influence of different types of environmental regulations and comprehensive index of environmental regulations on green total factor productivity shows different trends: there is an inverted U-shaped relationship between command-controlled and market-driven environmental regulations and green total factor productivity,while the influence of public voluntary environmental regulations on green total factor productivity shows a simple positive linear relationship,while there is a weak negative relationship between the comprehensive index of environmental regulations and green total factor productivity;In addition,the impact of three different types of environmental regulations on China’s green total factor productivity has regional heterogeneity;while from the perspectives of technological innovation,industrial structure adjustment and foreign direct investment,the impact paths of different types of environmental regulations and comprehensive indexes on green total factor productivity are significantly different. |
