Contracted land transfer is the only way to realize modern agriculture in my country. It has a potentially important relationship with the cultivated land non-point pollution. If only pay attention to the economic and social benefits of the contracted land transfer, and ignore the ecological impact, especially the laissez-faire of the negative ecological impact, then as the transfer becomes more frequent,it will not only pose a huge threat to the quality of cultivated land, but even affect the entire farmland ecosystem and the food security of China.By investigating the relationship between contracted land transfer and cultivated land source pollution, and analyzing the intermediary paths between the two from different perspectives, systematically revealing the mechanism of contracted land transfer on the ecological environment of cultivated land and the causes of problems under complex paths. And take Shanghai as an example for case analysis, feasible paths to regulate cultivated land non-point pollution under contracted land transfer is proposed, which provides a reference for the formulation of relevant policies to promote green and sustainable development of agriculture.First, through theoretical analysis, the relationship between contracted land transfer and cultivated surface source pollution is explained.Using regression, and based on the structural equation through the Bootstrap method to verify the mediation path.Using the clustering of panel data to divide the 30 provinces according to the level of economic development and transfer subjects, and examining the paths of land source pollution caused by the contracted land transfer in regions with different characteristics. The main conclusions are as follows: Firstly,at the national level, the contracted land transfer has a direct positive impact on the cultivated land non-point pollution, and will indirectly increase the cultivated land non-point pollution through the interprovincial crop planting structure of transferred contracted land;Secondly,in areas with different characteristics, the contracted land transfer will have a direct impact on the pollution of cultivated ground sources. The impact is different. The direct positive impact of the cultivated land non-point pollution and the indirect enhancement through the interprovincial crop planting structure of transferred contracted land mainly occur in areas with low levels of economic development and areas where the transfer is dominated by farmers. It can be seen that under the conditions of rising land rent costs and limited operating periods, the main body of contracted land for circulation will not only directly increase the application of pesticides and fertilizers, but also choose to plant "non-grain" in order to increase revenue. Moreover in the context of the continuous advancement of contracted land transfer, the control policies of the cultivated land non-point pollution should be paied attention to local conditions.Based on the empirical test results,Shanghai with a high rate of contracted land transfer is selected as a typical area.Analyzing related practices of Shanghai and proposing five paths to regulate cultivated land non-point pollution under contracted land transfer:Firstly, standardizing the transfer of contracted land, improving the stability of contracted land transfer and strengthening the system guarantee for preventing the cultivated land nonpoint pollution.Secondly, optimizing the planting structure of the contracted land transfer to reduce the demand and use of agrochemicals.Thirdly, encouraging more contracted land transferred to agricultural scale operators to improve the application capacity of new pollution prevention and control technologies, and build an application environment for these technologies.Fourthly, implementing differentiated subsidies for the transfer of contracted land, providing incentives for the application of pollution prevention technologies, and reducing the cost of technology applications. Finally, implementing the incentive policy of “reward for subsidy”,improving the acceptance conditions of preferential policies, and establishing a long-term mechanism for the prevention and control of cultivated land non-point pollution.Through these measures,it will help to prevent and control the cultivated land non-point pollution under the transfer of contracted land from the root cause, improve the ecological environment of cultivated land, and promote the high-quality development of agriculture in China.
