| Despite few accidents of runway incursion in recent years,there is still a large number of incidents of runway incursion.The accidents of runway incursion show that runway incursion is extremely detrimental,and besides,the accidents of runway incursion pose a rather high risk of death.Although a great deal of research has been launched worldwide to lower the risk of runway incursion with the best efforts,the incidents of runway incursion still take place all the time,threatening the safety of civil aviation.Reducing the occurrence of runway incursion is not only one of the key tasks of member States of International Civil Aviation Organization(ICAO),but a vital activity to guarantee the safety of civil aviation.To reduce the incidence of runway incursion,it is requisite to systematically analyze,evaluate and study the safety of airport runway incursion.This paper analyzes the characteristics and data of runway incursion,conducts causal analysis in multiple dimensions and at all levels,evaluates the security risks of runway incursion,and comes up with countermeasures and suggestions.In the meanwhile,this paper enlarges the research scope of safety of runway incursion,and analyzes and evaluates the emergency handling capability of runway personnel in view of the characteristics of runway incursion,in a bid to to enhance the safety margin of runway incursion.Primarily,this paper introduces the characteristics,definition and classification of runway incursion,collects and analyzes the data of runway incursion,analyzes the causes of runway incursion,and improves a reasonable and scientific framework that forms the factor analysis and classification system of runway incursion(HFACS-RI);and further analyzes the cases of runway incursions globally on the basis of this framework.Then,this paper,on the basis of HFACS-RI framework,builds an index system of safety risk assessment of runway incursion,analyzes the objective data of runway incursion cases in light of HFACS-RI framework,and determines the weight of each index by means of AHP.Moreover,the researcher evaluates the safety risks of runway incursion at G airport in China with a fuzzy comprehensive evaluation model of safety risks of runway incursion.Finally,on the principle of maximum membership and the principle of weighted average,this paper evaluates and analyzes the safety risks of runway incursion at G airport,and brings forward the working suggestions for improvement.In the last part,through the characteristics of runway incursion,the paper sets up the framework of HFACS-RI supplement in combination with the specific emergency response of runway incursion incidents,and builds an evaluation index system of emergency response capability of runway incursion personel;concludes the weight of each index through AHP analysis,builds an evaluation model of emergency response capability of runway incursion personel based on BP neural network,and determines the learning algorithm,structure,corresponding functions and parameters of BP neural network;chooses and verifies the training samples of BP neural network with relevant pilots,controllers and ground vehicle drivers at domestic G airport as the evaluation objects,and carries out the evaluation of emergency response capability of runway incursion personnels.The analysis reveals that this model is suitable for the evaluation of emergency response capability associated with airport runway incursion. |
