Research On The Dilemma And Path Of Rural Domestic Waste Management From The Perspective Of Cooperative Governance

People are the foundation of the country,the country will be safe if the foundation is firmed.Rural revitalization strategy is proposed in the 19 th National Congress of the Communist Party of China.The treatment of rural domestic waste is an important subject in rural construction and an important aspect of the management of rural human settlements.The management effect will directly affect the improvement of rural living environment.With the rapid development of China’s rural economy and the gradual improvement of living standards,the amount of rural domestic waste is increasing year by year.In order to solve a series of problems caused by rural domestic waste,local governments have shown their own skills just like the eight immortals crossing over the ocean.Some methods have included the increasing capital investment,strengthened infrastructure construction,promoted the improvement of the cleaning-collection-transportation-processing system,strengthened policy formulation and publicity and guidance,actively practiced.However,according to the survey,there are still some problems in the current rural domestic waste treatment,such as single subject,complex object,weak collection,transportation and treatment links,and weak adaptability of the treatment means.These facts have further proved that the treatment of rural domestic waste is a public affair,and it is difficult to cure that only relying on the government.Therefore,how to improve the governance mechanism,strengthen the sense of "master" of the public,optimize the allocation of resources,to form a coordinated management situation,are important for topic worthy of our consideration and exploration.In this paper,on the basis of the theory of "cooperative governance",puts forward the effective ways to improve the treatment of rural domestic waste in M County in Anhui Province.Referring to a large number of domestic and foreign literatures on the treatment of rural domestic waste related research,it analyzes the stakeholders,the government,sanitation enterprise,village committee and the villagers,to reveal the existing problems of garbage disposal.The analysis is premised on on-the-spot survey and observation.This paper puts forward the effective ways to improve the treatment of rural domestic waste in agricultural-related streets similar to S town and Y town in M County.The main reasons are that the management idea is backward,the management resources are short,and the operation mechanism is not perfect.Based on these three factors,this paper puts forward countermeasures and suggestions from three aspects: strengthening the sense of "master" of the public,optimizing the allocation of resources,and improving the governance mechanism.Based on these strategies,the efficiency of rural domestic waste management will be improved,and a rational path for the treatment and solution of rural domestic waste will be formed.In a word,the systematization and comprehensiveness of rural living garbage management put forward higher requirements for the synergistic relationship between management subjects and the exertion of various functions.Based on M county as a case study and analysis,put forward under the collaborative management system,the formation of "decision-making conspiracy,consultation work,build a condominium,achievement sharing" mode of management,give full play to the government,market and the villagers’ governance functions,improve the rural living garbage management level,optimize the path to solve the problem of rural living garbage management.
