The environmental problems caused by large-scale greenhouse gas emissions have posed a challenge to the world,and the development of a low-carbon economy has become the mainstream of economic development in all economies.China formally proposed a dual carbon target,achieve a "carbon peak" by 2030 and a "carbon neutral" target by 2060.The IMO Marine Environment Protection Committee adopted amendments to Annex VI of the International Convention for the Prevention of Pollution from Ships at its online meeting held from 10 to 17 June 2021,which will require ships to reduce greenhouse gas emissions,meaning that reducing emissions from ships is becoming an emissions reduction target.As a production tool for capture fisheries,the study of carbon mechanisms for capture fisheries is both complementary to and enriches the reduction of marine emissions.In this paper,the carbon resource compensation allocation under the difference of operation types is studied with the types of capture fisheries in 11 coastal provinces(municipalities)as the research object.This study finds that there is an unreasonable allocation of resources to the carbon resources of marine capture fisheries,which is manifested as follows: the carbon resources of the fishing mode with greater waste of carbon resources are in sufficient supply,and the carbon resources of the energy-saving and environment-friendly green fishing mode are relatively tight.In other words,there is a contradiction between the profit-maximising industrial structure and the value of maximising the efficiency of carbon resource use.This is reflected in the fact that trawling is the largest in China,but the shadow price of carbon for trawling is at its lowest,while the economic efficiency of trawling is at its lowest,which means that there is a relative surplus of carbon resources for trawling,leading to a waste of resources.There are regional differences between the north and south in carbon shadow prices for purse seine operations,with those in Liaoning,Tianjin,Hebei,Shandong and Jiangsu significantly higher than those in Shanghai,Zhejiang,Fujian,Guangdong,Guangxi and Hainan.The amount of carbon resources in purse seines in the north is relatively tighter than in the south,indicating geographical differences in carbon resource allocation in capture fisheries.The carbon shadow price of fishing is higher in Hebei and Jiangsu.Fishing is a low-carbon emission and high-efficiency operation,but due to the low production value and long capital return cycle,which leads to insufficient resource investment,carbon resources of fishing industry show a scarce status.This study takes social responsibility equity and consistent governance costs as the value goal orientation,and constructs a resource allocation model to correct the inequitable distribution of carbon resources in fisheries fishing.The decision-making approach is specified as a theoretical model and applied to the practice of carbon resource adjustment.The shadow price based on the Super-SBM dyadic model is selected as the target value judgment function,and the deviation distance between individual value and the ideal value target is used as the basis for the resource adjustment weight,and the carbon resource allocation scheme that meets the fairness objective is approximated through strategy iteration.After optimisation by the model,the test results show that the model optimises regional differences and differences in fishing operation types.The comparison of the results before and after optimisation shows that the carbon resource compensation policy should discourage trawling behaviour and encourage purse seining operation types in active fishing operations;in passive fishing operation types,the carbon resource compensation policy should emphasise the development of open net and trolling operation modes.And in the regional compensation policy,more carbon compensation should be given to Tianjin,Hebei,Shanghai and Jiangsu.This paper introduces value objectives into the field of resource allocation,which helps to promote the matching of social values with resource utilization,corrects the social contradiction of profit-only objectives,and provides new ideas for studying industrial layout and optimizing resource utilization in the research and application in economics.
