Climate change and environmental pollution have become the focus of global attention. In order to deal with these problems, governments and enterprises all over the world have strengthened environmental protection and energy conservation and emission reduction measures to promote the development of Low-carbon economy and environmental protection industry. The dual carbon goal is a global initiative aimed at achieving global carbon neutrality by reducing carbon emissions and increasing carbon absorption. In this context, industrial integration has become an effective way to promote the development of Low-carbon economy and environmental protection industry.Rural revitalization is an important part of achieving agricultural modernization, and green agriculture is an important means of promoting rural revitalization construction.Rural revitalization provides development conditions and space for the development of green agriculture.Green energy is an important path to achieve green agriculture,an important component of agricultural green development, and the main direction of agricultural supply side structural reform.Green agriculture requires reasonable consideration of the relationship between agricultural green development, ecological environment protection, food security, and farmers’ income growth.Green energy helps to establish a mechanism for the supply of national green and high-quality agricultural products, reducing the intensity of resource and environmental utilization, and promoting agricultural employment and income growth, thereby forming an agricultural development pattern that is coordinated with the carrying capacity of environmental resources, and achieving sustainable development of agriculture. The "Fishery and Light Integration" project of Tongwei Group,as a combination of new energy and industrial integration, has developed rapidly in recent years and achieved significant achievements, playing a demonstration role in the development of green agriculture. This article takes the "Fishery and Light Integration" project of Tongwei Group as the research object.Through on-site research,SWOT analysis method is used to analyze the development status and industrial integration of the group’s "Fishery and Light Integration" project. The social, economic, and ecological benefits brought by pollution reduction and emission reduction in the process of industrial integration under the dual carbon background are analyzed, and the comprehensive benefits of industrial integration are evaluated based on this.Through research,it has been found that the comprehensive benefits demonstrated by this project in its industrial integration and development process are of great significance for optimizing energy structure, protecting the environment, reducing greenhouse gas emissions, saving energy, and promoting the development and utilization of solar photovoltaic power generation technology in China. At the same time, this project has driven local employment opportunities, achieved the transformation from farmers to workers, injected strong impetus into local green development, achieved high efficiency in increasing farmers’ income, government efficiency, and land appreciation, fully reflecting the mutual promotion and common improvement of social, economic, and ecological benefits. However, through research,it was also found that the project also has adverse effects such as land nature constraints, inadequate subsidies, and ecological water pollution in the fishing industry.Based on this, this article proposes to increase the subsidy and tax exemption policies for the photovoltaic industry, increase support for land policies, continuously establish and improve the compensation and operation mechanism for "integrated fishing and lighting",and maintain natural resource diversity,in order to provide reference for the healthy development of Tongwei Group’s "integrated fishing and lighting" project in the future and help achieve dual carbon standards.
