China is currently in a stage of rapid industrialization,and stationary source are still the main source of atmospheric pollutants.In order to protect the ecological environment,the government has taken efforts to prevent environmental pollution during the “14th Five Year Plan”.The environmental standard system,as a powerful tool for environmental protection,has been developed for over 50 years.However,there are issues such as unclear standard formulation methods,insufficient legal status,and imbalanced development of local standards.This dissertation takes the fertilizer industry as the research object and establish the methodology of stationary source air pollutant emission standards applicable to Chinese basic national conditions,in order to improve the emission standard system.(1)Researching on the method of formulating stationary source air pollutant emission standards:(1)screening pollutant projects;(2)determining pollutant control indicators;(3)dividing the production process;(4)determining the concentration limit of organized exhaust emissions using the "best feasible technology evaluation method" + " emission data statistics method " + " domestic and foreign standard analogy method";(5)determining the concentration limit of unorganized exhaust emissions using " the domestic and foreign standard analogy method " + " PC TWA value calculation method " + " multi medium environmental target value calculation method".(2)Using the "AHP fuzzy comprehensive evaluation method",constructing a technical index evaluation system to comprehensively analyze the control technology of major atmospheric pollutants in the fertilizer industry.(1)Select 4 primary indicators and 12 secondary indicators to obtain the weights of each indicator.Among the first level indicators,the weights of technical indicators,environmental indicators,economic indicators,policy indicators are 0.3575,0.0585,0.1160,0.5258,respectively.Among the technical indicators,the weights of secondary indicators such as sulfur dioxide removal rate,nitrogen oxide removal rate,particulate matter removal rate,ammonia removal rate are 0.0765,0.2556,0.1374,0.5305,respectively.Among the environmental indicators,the impact of secondary indicators on the surrounding environment,pollutant treatment and resource utilization weights are 0.2500 and0.7500,respectively.Among the economic indicators,the weights of secondary indicators such as investment cost,operating cost,process maturity and stability,process application prospects are 0.0718,0.1497,0.2783,0.5002,respectively.Among policy indicators,the weights of policy orientation and industry suitability for secondary indicators are 0.2500 and 0.7500,respectively.(2)Based on the actual situation of fertilizer enterprises,three waste gas treatment plans are coupled,and the best feasible plan is "ammonia desulfurization+SCR denitrification+filter cartridge dust removal+water absorption deamination".(3)The pollutants emitted by the fertilizer industry in an organized manner are sulfur dioxide,nitrogen oxide,particulate,ammonia,hydrogen sulfide,methanol,fluoride,hydrogen chloride,sulfuric acid mist,mercury and its compounds,phenols,benzo [a] pyrene,while the pollutants emitted in an unorganized manner are ammonia,hydrogen sulfide,fluoride,hydrogen chloride,and methanol.Developing methods of the rules based on the method of formulating emission standards for stationary source air pollutants and determining the concentration limit of air pollutant emissions are scientific practical,and informative.
