Research On The Impact Of Environmental Regulation On The Transformation And Upgrading Of My Country’s Manufacturing Industry

After the reform and opening up,economic development has led to increasingly prominent ecological problems in our country.Although the manufacturing industry in the secondary industry is the pillar industry of my country’s economic development,it does great damage to the ecological environment and has long been at the middle and low end of the global value chain.If our country wants to become the world’s manufacturing powerhouse,the manufacturing industry must be transformed and upgraded,and the manufacturing industry is facing the problem of environmental governance in the process of transformation and upgrading,and this contradiction needs to be resolved urgently.In this context,this paper will explore the far-reaching impact of environmental regulation on the transformation and upgrading of China’s manufacturing industry,with the purpose of further promulgating relevant environmental protection and economic development policies and regulations in China,and making recommendations for reference.After consulting domestic and foreign studies on environmental regulation on the transformation and upgrading of manufacturing industry,it is found that the conceptual definition and intensity measurement of environmental regulation and the conceptual definition and measurement of manufacturing transformation and upgrading have not yet formed a unified conclusion in academia.In domestic and foreign literatures,there are few articles about the concept of environmental regulation and research on the transformation and upgrading of manufacturing industry.Most scholars start in-depth research on the impact of environmental regulation on industrial transformation and upgrading.This paper summarizes the research conclusions of domestic and foreign researchers,and roughly divides them into three categories.The first category is that environmental regulation can promote the transformation and upgrading of my country’s manufacturing industry.The second category is that environmental regulation cannot promote the transformation and upgrading of my country’s manufacturing industry.The first category is that environmental regulation has uncertainty for the transformation and upgrading of manufacturing industry.This paper will focus on the impact of environmental regulation on the transformation and upgrading of the manufacturing industry.First,from the contradiction between my country’s economic development and environmental protection as a starting point,after consulting relevant literature,it will sort out how environmental regulation affects the transformation and upgrading of the manufacturing industry,and then put forward Finally,by constructing a model to empirically analyze and verify the proposed research hypothesis,the research results are obtained and corresponding policy suggestions are put forward.From the two aspects of formal environmental regulation and informal environmental regulation,and taking the panel data of 30 provinces in my country from 2007 to 2019 as the research object,this paper uses the benchmark regression model and the panel threshold regression model to conduct an in-depth analysis of the relationship between environmental regulation and my country’s manufacturing industry.After the transformation and upgrading,it is found that:(1)At present,the average level of formal environmental regulation in my country is 0.529,which has exceeded the threshold of 0.0077.With the passage of time,the promotion of formal environmental regulation on the transformation and upgrading of my country’s manufacturing industry is gradually increasing.(2)Informal environmental regulation can promote the transformation and upgrading of my country’s manufacturing industry;(3)Through the results of the panel threshold regression model,it can be found that there is a nonlinear relationship between environmental regulation and the transformation and upgrading of my country’s manufacturing industry;(4)The impact of environmental regulation on the transformation and upgrading of my country’s manufacturing industry has spatial heterogeneity;(5)the impact of environmental regulation on the transformation and upgrading of my country’s manufacturing industry has time period heterogeneity.Based on this,the following policy suggestions are put forward:(1)When formulating formal environmental regulation policies,relevant government departments need to combine the actual situation and pay attention to the intensity of regulation.At the same time,we need to find other ways that are complementary to formal environmental regulations to speed up the transformation and upgrading of my country’s manufacturing industry.(2)While strengthening informal environmental regulation,seek other effective informal environmental regulation means,and strive to maximize the role of informal environmental regulation.(3)While strictly implementing the relevant policies of my country’s environmental regulation,guide the manufacturing enterprises in the eastern region to give priority to the transformation and upgrading,and also promote the transformation and upgrading of the manufacturing industry in the central and western regions.
