With the proposal of the "dual carbon" goal,carbon reduction and emission reduction work is gradually taking on a new look in all walks of life in China.Citizen carbon emissions include direct and indirect carbon emissions,and indirect carbon emissions are mainly reflected in daily consumption behavior.Green consumption requires people to indirectly reduce carbon emissions by consuming green low-carbon products,thereby creating a resource saving society and alleviating environmental and resource problems.However,China has not yet established a complete legal system for green consumption,which is not conducive to the formation of China’s green consumption model.Therefore,this paper makes a comprehensive investigation of relevant legal documents and their social effects,and probes deeply into the problems existing in the legal system of green consumption of Chinese citizens,so as to perfect the legal system of green consumption of Chinese citizens,and safeguarding the realization of the "dual carbon" goal from the institutional level.The full text includes four parts:The first part is an overview of green consumption by citizens from the perspective of carbon reduction.Firstly,based on clarifying the relationship between green consumption and several related concepts,define the concept and connotation of citizen green consumption;Secondly,it clarifies the legitimacy of legal protection of citizens’ green consumption from three aspects: the evolution of the concept of obligation,the establishment of the concept of social interests and the requirements of the theory of sustainable development.Finally,it demonstrates and analyzes the practical significance of citizens’ green consumption.The second part is an analysis of the current status of the legal system for green consumption among citizens from the perspective of carbon emission reduction.By reviewing the system and practical status of green consumption among Chinese citizens,it is found that there are some problems in the legal system of green consumption among Chinese citizens at three levels: carbon labeling system,legal obligation mechanism,and legal protection of incentive mechanism.The third part is the dilemma of the legal system for green consumption of citizens from the perspective of carbon emission reduction.Based on the current situation analysis,a specific discussion will be conducted on the difficulties existing in the legal system of green consumption for citizens in terms of carbon labeling system,legal obligations,and incentive mechanism legal protection.The fourth part,suggestions for improving the legal system of green consumption for citizens from the perspective of carbon emission reduction.Based on the difficulties in the legal system of citizen green consumption,we will improve the legal system of citizen green consumption from several aspects,including carbon labeling system,legal obligation mechanism,and incentive mechanism. |
