With the increasing number of Internet users in China,online shopping has gradually become a common way of consumption.The rise of express business has led to more and more express packaging waste.The increase of packaging waste will cause environmental damage and waste of resources.It is not only the opportunity and challenge for the government to deal with waste,but also the urgent problem of how to deal with low-carbon packaging.This paper takes the reverse logistics network of packaging waste as the research object.The network analytic hierarchy process(ANP)is used to comprehensively evaluate the index factors affecting reverse logistics,the nine point method is used to find out the key factors,the weight ratio of each factor is determined through the super decision-making software,and finally the transportation cost,air pollution,recovery quantity,recovery center construction,waste liquid pollution and recovery equipment investment are determined as the key factors.The mixed integer programming method is used to construct the reverse logistics network model of packaging waste considering carbon cost.This paper selects Dalian as the research area and K Company as the case enterprise.The parameters in the model are assigned through questionnaire survey,network query and data access.The annual recycling data of Dalian is brought into the model for solution and analysis,and it is concluded that Jinpu new area is the optimal site selection scheme.In order to verify the accuracy of the model results and the universality in different time regions,this paper selects the annual recovery data from 2017 to 2021 and the monthly recovery data from March 2021 and March 2022 to verify.Finally,the results of the model are consistent,and it is determined that the classified delivery center of Jinpu new area is the optimal location scheme of the recycling center.At the same time,the carbon emission,total cost and transportation path in the solution results of different time regions are compared horizontally.It can be found that carbon emissions increase with the increase of transportation routes,and the total cost increases with the increase of transportation routes.Therefore,from the perspective of environmental benefits,enterprises should choose the scheme with the least transportation path.
