With the continuous development of industrialisation and standardisation,the safety management level of China’s non-coal underground mines has improved significantly in recent years,but due to the high-risk nature of the underground mining industry,mine safety accidents still occur from time to time,fully exposing the weaknesses of risk pre-control and hidden danger management in mining enterprises.The construction of a double prevention mechanism can move the safety risks forward,solving the risks and managing the hidden dangers at source.However,in the construction and operation of double prevention in non-coal underground mines,on the one hand,there are construction problems such as inaccurate risk research and inaccurate hidden danger investigation;on the other hand,as there is less quantitative evaluation of the effectiveness of the construction of double prevention mechanism,it is difficult to assess the effectiveness and reasonableness of the construction of double prevention mechanism by traditional qualitative analysis,which leads to the failure of enterprises to strengthen safety management in a timely and accurate manner.To address the above problems,this paper is based on the construction of double prevention mechanism in non-coal underground mines,and studies the process and method of constructing double prevention mechanism in non-coal underground mines through actual engineering projects,and establishes a quantitative evaluation model of the effectiveness of double prevention mechanism construction in non-coal underground mines based on cloud model theory.The main work and research results of this paper are as follows:(1)Application of double prevention mechanism construction in non-coal underground mines.By sorting out the basic concept theory and interrelationship of the dual prevention mechanism,the workflow and specific methods of the dual prevention mechanism construction were summarized,and the dual prevention mechanism construction was carried out in Taibao Xikikeng Lead-Zinc Mine.Through practical engineering research,the SCL method,JHA method and LEC method were applied to comprehensively identify and judge risks,improve the closed-loop management mode of risk management,and establish a standardised risk grading and control system of self-identification and self-control in the enterprise;by summarising the safety management theories and methods,the hidden danger investigation and management procedures were clarified and established,and a self-investigation and autonomous hidden danger investigation and management system was formed in the enterprise.The empirical application of the dual prevention mechanism has reference value for similar types of mine construction projects.(2)Establishing a sound multi-angle evaluation index system for the effectiveness of the construction of dual prevention mechanism in non-coal underground mines.Through the screening of indicators,an evaluation index system consisting of four dimensions: construction of basic work,risk classification and control ability,level of hidden danger investigation and treatment,and implementation guarantee ability was constructed,and refined into 27 secondary indicators according to the work links and construction focus.The construction of the evaluation index system provides an evaluation basis for strengthening the operation and continuous improvement of the dual prevention mechanism.(3)For the first time,the combined assignment-cloud model method was applied to the evaluation of the effectiveness of the construction of the double prevention mechanism in non-coal underground mines.After the comparative analysis of various assignment and evaluation methods,a comprehensive evaluation model was constructed by combining the AHP method and entropy method for assignment,using cloud model theory and MATLAB modeling calculation.Through accurate evaluation and grade prediction of the construction effectiveness of the double prevention mechanism of the empirical project,the scientificity and practicality of the evaluation model were verified,which provided new ideas to promote the long-term operation of the double prevention mechanism and all-round safety management of non-coal underground mining enterprises.
