| The report of the Twentieth National Congress of the Communist Party of China once again stressed the need to accelerate green transformation,promote the optimization of energy structure and transportation structure,and promote the implementation of the Chinese path to modernization strategy.The "14th Five Year Plan" for the Development of Modern Comprehensive Transportation System mentions that it will continue to comprehensively promote the green and low-carbon transformation,and promote the "transit to rail" and "transit to water" of bulk cargo transportation.With the development of economy,the traffic volume has increased significantly,and the problems of congestion and exhaust gas have become increasingly serious.Inefficient freight transportation is an important source of "urban disease" in the process of urbanization.The carbon emissions generated by bulk cargo transportation are one of the areas in the transportation industry that contribute significantly to carbon emissions.Building a carbon reduction and efficiency enhancing bulk cargo transportation structure is a key step in implementing national strategies such as "green ecological development","high-quality transportation development",and "domestic and international dual cycle".This article takes the bulk cargo transportation in Hebei Province as the research object,based on policy documents such as the "Comprehensive Implementation Plan for Energy Conservation and Emission Reduction in Hebei Province during the 14 th Five Year Plan" and the "Collaborative Implementation Plan for Pollution Reduction and Carbon Reduction in Hebei Province",and takes the coordinated development of Beijing-Tianjin-Hebei integration as the background.The main research work and innovation points are reflected in the following aspects:(1)Collect data on the transportation industry,tertiary industry,and GDP output value of Hebei Province in previous years,and analyze and find that with the economic development,the transportation industry has steadily increased year-on-year,accounting for about 10% of the province’s GDP output value.Collect the data of bulk cargo freight volume and freight turnover in Hebei Province in the past years to draw a pie chart,and analyze and find that the share of railway freight in Hebei Province has shrunk significantly,with the freight structure showing a significant trend towards highways.(2)Based on the principle of DEA data envelopment analysis,using carbon emissions as an unexpected output,using the DEA run efficiency calculator,an input-oriented CCR super efficiency model is selected to evaluate the efficiency of bulk cargo transportation on the Beijing-Tianjin-Hebei highway.The results show that both Beijing and Tianjin have completed freight transportation in excess of efficiency,and evaluate the indicators of input redundancy and insufficient output that lead to inefficient highway freight transportation in Hebei Province.In order to optimize the transportation structure and promote transportation efficiency,the necessity of greening the bulk cargo transportation structure in Hebei Province is proposed.(3)Based on efficiency evaluation and grey Markov prediction,a green optimization model of freight structure based on linear programming is constructed.A linear programming model is established based on the comprehensive input redundancy and output insufficiency indicators under the evaluation of transportation efficiency,with the maximum transportation utility index as the objective function,and the freight turnover of various transportation modes as the decision variable.(4)Determine model parameters,solve optimization results,and propose development suggestions.Using MATLAB grey GM(1.1)and Markov residual correction model,forecast and correct the freight demand in the last year of the "14th Five Year Plan",determine the upper and lower limits of constraints based on policy and statistical literature,solve the linear programming model with the help of LINGO18 software,and analyze the results.Based on this,combined with the enlightenment of the EU’s transportation structure adjustment,it is proposed to develop new energy and electrified road freight,promote rail freight such as railway dedicated lines,subways,high-speed railways,and promote the development direction of biofuel methanol and electrified ship freight.Finally,it is proposed to develop bulk cargo transportation in Hebei Province,providing some reference value for the future development of bulk cargo transportation in Hebei Province. |
