Governance Of Pollution NIMBY Conflict

The attribute analysis of NIMBY facilities is the logical starting point of NIMBY research.The collective actions caused by NIMBY facilities construction are limited by the similarities and differences of attributes and present different evolution directions and struggle patterns.Targeted optimization strategies should be adopted for NIMBY conflicts with different attributes.At the same time,due to the serious negative externality and high construction demand,the pollution NIMBY facilities are becoming more and more frequent.How to carry out targeted governance of pollution NIMBY conflicts and effectively improve the governance efficiency of pollution NIMBY conflicts has become an important theoretical and practical topic for governments at all levels in the process of urban governance and ecological civilization construction.Based on the concern of the research theme of "generation and governance of pollution NIMBY conflict",with the help of web crawler tool,this paper captures 20 pollution NIMBY conflict cases and constructs the research case base.In the choice of research methods,the grounded theory paradigm is adopted,and with the help of NVivo qualitative analysis tool,the case text is triple coded with the theme of "the causes of pollution NIMBY conflict".From bottom to top,from experience to theory,the causes of pollution NIMBY conflict are found intuitively.According to Strauss’ coding theory,the case text is coded by open coding,axial coding and selective coding,and finally five core categories are obtained,namely,the causes of pollution NIMBY conflict.According to the frequency of reference nodes,the order is "serious deviation and negative externality of facility location","loss of government education and limited public participation","insufficient government response and supervision","NIMBY complex of residents" and "improper response of operators".The location deviation and negative externality of facilities are serious,which mainly show that the facilities are close to residential areas,pollute water sources and affect regional development potential.Therefore,in the location decision-making,the government should pay attention to the organic combination of scientific rationality and value rationality,promote democratic location through multi-agent consultation,and apply public goods compensation to reduce the negative externality of facilities.The loss of government propaganda and education and the limitation of public participation are mainly manifested in the closed government decision-making,the lag of project propaganda and education and the lack of public participation.This requires the government to establish the public embedded mechanism on the basis of information disclosure,and educate the public’s rational cognition through education and training.The lack of government response and supervision is mainly reflected in the lag of government response,illegal operation of operators and non-standard operation.Therefore,the government should pay attention to the construction of response and establish and improve the supervision mechanism of operators.The compensation scheme does not meet the expectations,people’s risk perception and resistance,etc.shape the people’s NIMBY complex.Therefore,the government should set up a long-term compensation mechanism and carry out knowledge popularization.Finally,the improper reactions of operators include unreasonable publicity of operators,lack of public opinion communication,etc.which requires the government to establish publicity system and accountability mechanism of operators,so as to standardize the response strategies of operators.
