Research On The Pollution Reduction Effect Of Provincial Fiscal Expenditure On Energy Conservation And Environmental Protection

Finance is the foundation and an important pillar of national governance.To implement the concept of green development,we must attach importance to government spending policies,make full use of the positive effects of local government spending on energy conservation and environmental protection,and increase the capacity of local governments to supply ecological products.Therefore,studying the effectiveness of local fiscal expenditure on energy conservation and environmental protection in the field of environmental pollution control is not only beneficial to improve local fiscal expenditure on energy conservation and environmental protection policy and improve the effect of it,but also conducive to promoting the comprehensive green transformation of economic and social development.At present,there is no consensus on the research conclusions on the existence of pollution reduction effect of local fiscal expenditure on energy conservation and environmental protection.However,heterogeneity studies based on the perspective outside the government mainly focus on economic related factors.Through literature review and theoretical analysis,this paper concludes that local fiscal expenditure on energy conservation and environmental protection can effectively reduce local comprehensive environmental pollution.In the current situation part,this paper firstly introduces the situation of Chinese local fiscal energy saving and environmental protection expenditure during the 13 th Five-Year Plan period,summarizes the environmental governance results achieved during this period,and points out the problems in fund management and other aspects.In the empirical part,this paper collected and sorted the annual data of 30 provinces,cities and autonomous regions except Tibet,and built a multiple linear regression model to confirm the existence of the pollution reduction effect of local fiscal expenditure on energy conservation and environmental protection.Meanwhile,it was found that such expenditure had a significant emission reduction effect on water pollution,but had no treatment results for air pollutants and solid waste.In order to further explore the factors influencing the pollution reduction effect of local fiscal expenditure on energy conservation and environmental protection,this paper conducted a heterogeneous analysis based on grouping regression and cross-term regression.The study found that the expenditure could not significantly reduce the comprehensive environmental pollution level in the eastern and western regions,but the improvement of scientific and technological level and education level could strengthen the pollution reduction effect.Based on the practice summary and empirical analysis,this paper gives the policy suggestions to improve the pollution reduction effect of local fiscal expenditure on energy conservation and environmental protection.The main points are as follows:integrate the fiscal expenditure on environmental protection and give play to the multiplier effect of fiscal expenditure;We will increase spending on energy conservation and environmental protection.Strengthening prevention and control of water pollution;Promote environmental awareness education and increase citizens’ participation in environmental protection;Clarifying the functions of the government and the market in energy conservation and environmental protection.
