| The "14th Five-Year Plan" emphasizes that green development,as one of the new development concepts,should run through all fields of the construction in the new era.As the pillar industry of China’s economic development,the construction industry has made great contributions to China’s economic growth.However,because its over-reliance on the extensive development mode of high investment,high emissions and low output,the construction industry has caused irreversible damage to the ecological environment while promoting economic growth.It is urgent to carry out the green and low-carbon transformation of the construction industry.In addition,different economic development modes and unbalanced development of the construction industry have led to great differences in the green and low-carbon development of the construction industry among regions.In this context,from the perspective of overall、regional 、 efficiency classification,this paper objectively evaluates the green and low-carbon development efficiency of the construction industry,deeply excavates the key factors affecting the green and low-carbon development of the construction industry in various provinces,and proposes practical ways to improve.Contribute to the sustainable development of the construction industry.The paper selects 30 provinces(municipalities and autonomous regions)in China,except for Hong Kong,Macao,Taiwan and Tibet,as research samples during the period of 2006-2020 to explore the promotion path of green and low-carbon development of the construction industry by qualitative and quantitative analysis.First of all,the relevant theories and research results of green and low carbon development in the construction industry are comprehensively summarized,using PEST analysis to sort out the current situation of green and low carbon development in the construction industry.Then,the super-efficiency SBM model is used to measure the green and low carbon development efficiency of China’s construction industry,and analyze its development trend from the perspective of time and space.On this basis of measurement,paper uses static panel regression GLS to extract the key influencing factors of the green and low-carbon development of the construction industry in provinces with different efficiency levels.Finally,the scenario analysis method is used to adjust the key influencing factors,summarize the improvement path of green and low-carbon development of the construction industry,and put forward countermeasures and suggestions according to local conditions.The research finds that:(1)The green and low-carbon development efficiency of China’s construction industry has been increasing year by year from 2006 to 2020,and the efficiency level has decreased from the east,the middle and the west in turn.Most of the high-efficient provinces are located in the economically developed eastern region,while most of the inefficient provinces are located in the economically backward western region.(2)There are differences in the key influencing factors of each efficiency level.The key influencing factors for efficient provinces are the level of opening up,industrial concentration,industrial development and human capital;The key influencing factors of higher efficiency provinces are the level of technological innovation,the level of opening up and the degree of industrial concentration;The key influencing factors of mid efficiency provinces include the level of technological innovation,the level of opening up,the level of urbanization,the level of industrial development and the level of human capital;The key influencing factors for inefficient provinces include the level of opening up,industrial concentration and human capital level.(3)For different efficiency provinces,there are differences in the improvement path.Improving the level of opening up,industrial agglomeration and human capital will promote the green and low-carbon development efficiency of the construction industry in efficient provinces;Improving the level of opening up and technological innovation and reducing the industrial concentration will promote the green and low-carbon development of the construction industry in provinces with higher efficiency;Improving the level of human capital and technological innovation will promote the green and low-carbon development efficiency of the construction industry in mid efficiency provinces.At the same time,mid efficiency provinces should also pay attention to avoiding the environmental impact caused by the rapid development of the construction industry in the process of urbanization;Adjusting the level of opening up and industrial concentration in Low-efficiency provinces cannot change the degree of inhibition of environmental regulations on green and low-carbon development,while improving the level of human capital will help improve the efficiency of green and low-carbon development of the construction industry. |
