In the new era,the sustainability of economic growth puts forward requirements for improving the quality of economic growth, transforming the mode of economic development and promoting the green transformation of the economy, which means that economic development should improve environmental efficiency and the mode of economic development should change to green intensive growth. In order to improve environmental efficiency and achieve sustainable economic growth while having a good living environment, the scale of environmental governance in China has been expanding, and environmental regulation has been strengthened as an important measure to promote sustainable economic development and improve the environment. As an important basic industry in China’s national economic system, environmental regulation has an inevitable impact on the production of agricultural products closely related to the ecological environment, and the tightening of environmental regulation has changed the production models related to high resource consumption and high costs, which has a certain impact on the export trade of agricultural products. In this context, studying the relationship between environmental regulation and the export competitiveness of agricultural products in China has guiding significance for promoting the export trade of agricultural enterprises, and also provides a reference for macro-management departments to formulate environmental regulations. This paper first studies the mechanism of environmental regulation affecting the export competitiveness of agricultural products in China, and analyzes the current situation of environmental regulation in China and the export competitiveness of agricultural products in China. From the perspective of mechanism, environmental regulation affects the export competitiveness of China’s agricultural products by following the four channels of cost, technological innovation, green demand and land intensification. From the current situation,in terms of environmental regulation,China’s environmental regulation system has been continuously improved, environmental regulation has been continuously strengthened, and the intensity of environmental regulation has been different between regions, and the difference has gradually widened with time.In terms of agricultural product trade,on the whole,China’s agricultural products do not have obvious competitive advantages, and the export competitiveness of different regions varies greatly.Based on the above analysis, this paper uses the panel data of 29 provinces, municipalities directly under the Central Government and autonomous regions in China from 2004 to 2019 as a sample to empirically test the relationship between environmental regulation and the competitiveness of China’s agricultural exports. The results show that, firstly, there is a positive "U" shaped relationship between environmental regulation and the export competitiveness of China’s agricultural products.Secondly, the threshold effect test shows that there is a single threshold for agricultural development and agricultural technological innovation between environmental regulation and the export competitiveness of China’s agricultural products.Furthermore, the heterogeneity analysis shows that the impact of environmental regulation on the export competitiveness of agricultural products varies from region to region, with environmental regulation having an inverted "U" impact in the eastern region, not significantly in the central region, and a positive "U" impact in the western region. In view of this,to enhance the competitiveness of China’s agricultural products exports under environmental regulations, several points should be improved: first, improve the institutional construction of environmental regulation and reasonably enhance the strength of environmental regulation;Second, increase technological research and development, encourage the development and promotion of agricultural science and technology;Third, build a brand of green agricultural products and shape a green brand image;Fourth, optimize the allocation of resources and promote high-level agricultural development.
