Study On Air Pollution Control In Liaoning Province

Since the 18 th National Congress of the Communist Party of China,the Party and governments at all levels have always attached great importance to the construction of ecological civilization.As an important link in the construction of ecological civilization,the prevention and control of air pollution is an inevitable choice for building a beautiful China.It is related to the sustainable development of China’s economy and the health and happiness of people.In recent years,with the improvement of people’s living standards in our province,the problem of air pollution has attracted more and more attention.As a traditional industrial base and a major agricultural province in China,Liaoning Province has a large amount of smoke and dust,a high proportion of organic compounds,and a strong connection with the economic structure.It is difficult and takes a long time to control.It requires the joint efforts of the government,enterprises,and the public to improve the atmospheric environment.This paper focuses on the study of air pollution control in Liaoning Province,under the guidance of Xi Jinping’s ecological civilization thought.Based on public governance,sustainable development,environmental history,and ecology,this paper analyzes and studies the current situation of air pollution in Liaoning Province through consulting and statistics of relevant environmental protection data.The results show that air pollution in Liaoning Province is mainly influenced by natural factors such as climate and terrain,as well as social factors such as industrial structure,energy structure,population distribution,motor vehicle tail gas emissions,and urban construction.Therefore,Liaoning Province government has taken measures such as adjusting energy and industry structures,retiring outdated coal-fired boilers,and using clean energy vehicles.Although the air pollution control in the province has achieved breakthrough results,there are still some shortcomings such as insufficient coordination and communication between departments,insufficient source control of air pollutants,insufficient financial support,inadequacy of the green development concept,and weak public awareness of environmental governance.The main reasons for these deficiencies are the contradiction between departments and low efficiency of inter-departmental cooperation,the existence of ineffective measures to deal with air pollution,and the lack of the concept of ecological civilization.The main reasons for these shortcomings are the inefficiency of the cooperation between the government and the ministries,the ineffectiveness of the measures to deal with air pollution,the lack of attention to the concept of ecological civilization,the lack of coordination between economic development and environmental protection,and inadequate government-led public participation mechanism.In view of this,based on the successful experience of air pollution control in London,Los Angeles,Seoul,Kawasaki,and Harbin,Lanzhou,Chongqing,and Changsha,Liaoning provincial government should improve the laws,regulations and mechanisms for air pollution prevention and control,optimize the economic structure,strengthen the emission of air pollutants,increase the financial and technical support,and fully utilize the public participation mechanism.Government of Liaoning Province should make corresponding efforts in five aspects: improving laws and regulations and related mechanisms,optimizing economic structure,strengthening air pollutant emission control,increasing financial and technical support,and fully guiding public participation.
