According to the document "National Major Offshore Oil Spill Emergency Capacity Planning and Construction",the July 16 oil pipeline explosion in Dalian Xingang and the Penglai 19-3 oil spill accident have caused serious impacts on the ecology.With the increasing frequency of oil transportation and the increasing specifications of large oil tankers,we should improve the ability to deal with major oil spills at sea.Establish a professional oil spill emergency team,a sound oil spill emergency command mechanism and all levels of Marine oil spill emergency plans.According to the plan,28 oil spill emergency equipment depots will be built in coastal areas across the country.260 specialized oil spill emergency vessels have been built,with emergency forces capable of quickly responding to oil spills of 1,000 tons within 50 nautical miles of shore.First of all,this thesis combs the relevant theories of oil spill accidents at sea and introduces the occurrence of oil spill accidents at sea.In view of the oil spill at sea,our emergency center situation;The situation of oil tankers in our sea area and the relevant measures to solve the problem of oil spill at home and abroad lay the foundation for the model building and case analysis in the following part.Secondly,in the establishment part of the model,the prediction formula,evaluation formula,satisfaction function and double-layer programming model are briefly introduced,and the LAB time window algorithm and genetic algorithm involved in the case analysis part are explained.Establish a complete emergency model of oil spill at sea.After that,the 3000 t oil spill accident in the far sea area of the East China Sea is taken as the background of the example,and the example calculation is carried out step by step according to the method mentioned in the model section.The optimal deployment scheme under the minimum time is generated,and the sensitivity analysis is made on the number of pivot points,the amount of oil spill and the time.Finally,based on the analysis of the evaluation results,suggestions on the future development of Marine oil spill emergency resource scheduling are put forward from the aspects of transportation capacity optimization of emergency warehouse,on-site implementation and the construction of emergency resource scheduling system.The innovations of this thesis are as follows:(1)Marine oil Spill emergency planning In 2020 to determine the construction of largescale transport emergency vessels to optimize emergency transport capacity.In this thesis,this kind of ship is added into the oil spill emergency planning as a hub operation point,combined with the dynamic change of offshore oil spill to do research.(2)In view of the dynamic changes of offshore oil spills,irregular intervals are divided for scheduling based on the time window,and the hub ship mobile operation scheduling is made according to the nodes of time stages.(3)Given full consideration to the changing characteristics of offshore oil spill,based on the actual situation of offshore oil spill,the model is divided into three stages of oil spill change,and the uncertainties of different stages are considered to establish a model more in line with the situation.
