| With the continuous advance of China’s socialist construction and the continuous improvement of the level of economic development,the medical and health undertakings have made great progress,and the health needs of the people are also rising.At the same time,the imbalance in medical resource allocation,the gap in medical service level between medical institutions,the unreasonable order of medical treatment and other contradictions and problems are still prominent.In order to solve these problems,the state vigorously promotes the hierarchical medical system and medical alliance construction,in order to optimize the distribution of medical resources,improve the capacity of primary medical services,guide a reasonable order of medical treatment,meet the medical needs of the people.In this background,this paper on the sustainable development of regional medical alliance research aims to build a set of evaluation index system for the sustainable development of regional medical alliance and apply it to the evaluation of medical alliance.To understand the sustainable development level of regional medical alliance.According to the problems found in the process of building evaluation index system and empirical research,put forward relevant countermeasures and suggestions to promote the healthy and sustainable development of regional medical alliance,further optimize the medical and health service system.Firstly,this study theoretically analyzes the sustainable development of regional medical alliance based on the theories of sustainable development,synergy,system and stakeholder.Secondly,the evaluation index system of sustainable development of regional medical alliance was initially constructed by referring to relevant literature and expert consultation,and the index system was modified,increased and decreased by expert consultation,and further improved,and the index weight coefficient was determined by fuzzy comprehensive evaluation.Thirdly,two medical alliances in Jiangsu Province were selected for empirical study,and the sustainable development level of medical alliance was comprehensively evaluated by the multilevel fuzzy comprehensive evaluation method,so as to find out the existing problems in the sustainable development process of the regional medical alliance.Finally,some countermeasures and suggestions are put forward to promote the sustainable development of regional medical alliance.The results and countermeasures are as follows:(1)The evaluation index system and index weight coefficient for the sustainable development of regional medical alliance are finally determined in this study,including 5 first-level indicators,14 second-level indicators and 38 thirdlevel indicators.(2)Through the comprehensive evaluation of the sustainable development level of the medical alliance between two regions in Jiangsu Province,it is found that the sustainable development level of the medical alliance B is better than that of the medical alliance A,and the sustainable development level of the two medical alliances is in general to good development stage.(3)Put forward countermeasures and suggestions to promote the sustainable development of regional medical alliance:The first aspect is to promote the construction of governance structure and establish efficient cooperation mechanism.It mainly includes improving the corporate governance structure and promoting unified and comprehensive management,clarifying the functional positioning of hospitals at all levels and improving the level of division of labor and cooperation.The second aspect is to improve a number of measures within the medical alliance and improve the level of operation and management comprehensively.It mainly includes strengthening the construction of the medical alliance information platform and realizing the effective sharing of medical resources,strengthening cooperation among institutions in scientific research and intensifying the training of medical personnel.The third aspect is to promote the construction of a hierarchical medical system and improve the contracted services of family doctors.It mainly includes improving the rate of primary diagnosis and optimize the two-way referral process,implementing the family contract system and doing a good job in keeping residents healthy.The fourth aspect is to provide efficient and high-quality medical services to ensure the quality of medical care.It mainly includes improving the ability of medical service and improving the efficiency of medical service,adjusting the price of medical services and improving the satisfaction of both doctors and patients.The fifth aspect is to strengthen the fund and policy support and promote the linkage of various supporting policies.It mainly includes increasing the investment in medical consortium and implementing the special fund management of medical consortium,strengthening the policy support for medical cooperation and removing institutional obstacles. |
