Evaluation And Optimization Of Public Security Organs’ Intervention In Community Epidemic Prevention And Control

Since 2020,China and even the world are fighting against the risk of the spread of new coronavirus,and the human to human characteristics have higher requirements for personnel control.Based on the reality of our country,the grassroots community is the place where people live for a long time.Under the situation of constantly changing epidemic situation,how to timely and effectively prevent and control the epidemic situation is an arduous test for every Chinese people.Grassroots public security organs,as one of the main forces of epidemic prevention and control,should be based on their own responsibilities,not only to prevent and control according to law,but also to actively explore prevention and control methods.When General Secretary Xi Jinping visited Zhejiang in March 2020, he stressed that we should firmly establish the sense of service and enhance people’s sense of happiness,safety and sense of being in the people oriented.In this battle of epidemic prevention and control,the grass-roots public security organs should not only crack down on the crimes related to the epidemic,but also do a good job in the service during the epidemic period,so as to meet the needs of the people as far as possible within the scope of their responsibilities,so as to improve the evaluation of the overall effect of epidemic prevention and control.It is an important strategic optimization and path choice to deal with public security incidents by establishing a differentiated effectiveness evaluation system based on the differences of problems in the prevention and control of epidemic situation in grassroots communities in China,learning from the advanced experience at home and abroad,and taking the emergency management theory and social governance theory as the basis to give full play to the community vitality to jointly prevent and control the epidemic situation in communities.The theme of this paper is "evaluation and optimization of public security organs’intervention in community epidemic prevention and control:Based on the case study of four communities in Shangyu District,Shaoxing City,Zhejiang Province".Based on the analysis of the epidemic situation of the four communities,the paper compares the effect evaluation of the four communities in the process of epidemic prevention and control in the form of questionnaire and on-the-spot visit on policy implementation,humanized prevention and control,public opinion guidance,police people interaction,population control and other aspects,and puts forward the causes of the above problems in the four communities according to the specific differences in effectiveness,and puts forward the countermeasures from many aspects In order to enrich the content of community policing and achieve the better effect of public security organs in the prevention and control of community epidemic.Through investigation and research,this paper analyzes the evaluation differences of public security organs’ intervention in epidemic prevention and control of four communities in Shangyu District,and concludes that Gaofeng community is the best and Hengli community is the worst in terms of population control;Datong community is the best and Hengli community is the worst in terms of humanized prevention and control;Datong community is the best and Xingfeng community is the worst in terms of policy implementation;Xingfeng community is the worst in terms of police people interaction In terms of public opinion guidance,Datong community is the best and Xingfeng community is the worst.Through on-the-spot investigation and research,this paper analyzes the reasons for the differences,optimizes the epidemic prevention strategies according to the actual situation of different communities,optimizes the deficiencies of Hengli community and Xingfeng community in policy implementation,humanized prevention and control,public opinion propaganda and guidance,population control and other aspects,and puts forward the deficiencies of Datong community in the police people interaction In order to improve the overall evaluation of public security organs involved in community epidemic prevention and control.
