Researcsh On The Operation Efficiency Of County-Level Traditional Chinese Medicine Hospitals In China Based On Data Envelopment Analysis Method

Purpose:Construct a DEA indicator model suitable for county-level TCM hospitals,and use this index model to analyze the relevant data of county-level TCM hospitals in 2019 on the comprehensive efficiency,technical efficiency and scale efficiency,understand the current situation of the operation efficiency of county-level TCM hospitals in China,provide verification for the scientificity and accuracy of the index system,and also provide data reference for the full coverage of county-level TCM hospitals.Method:The theory of this study was statistically analyzed by the literature analysis method,the index selection database was constructed,and the index model suitable for county-level traditional Chinese medicine hospitals was constructed in combination with the expert consultation method.Using DEAP2.1 software,the CCR and BCC-DEA models were used to calculate the overall operating efficiency of county-level TCM hospitals in 2019,and statistically described and analyzed the current operating efficiency of county-level TCM hospitals.Result:(1)DEA index model suitable for county-level traditional Chinese medicine hospitals was constructed,and the indicators included input and output,with a total of 8 indicators.(2)The selection of the DEA index model needs to be combined with the actual situation of the research sample,and different combinations of indicators affect the operation efficiency value of county-level TCM hospitals.(3)The overall operation efficiency of county-level traditional Chinese medicine hospitals is not good,and technical efficiency is the main constraint.The operational efficiency of 95%of county-level TCM hospitals is in the non-effective state of DEA,the average comprehensive efficiency of county-level TCM hospitals in 2019 is 0.603,the average technical efficiency of county-level TCM hospitals is 0.63,and the average scale efficiency is 0.956.(4)The suitable bed size of the effective state of DEA in the county-level traditional Chinese medicine hospital is medium-sized(100-499 beds).(5)There is a gap in operational efficiency between county-level TCM hospitals in different regions and at different levels.In terms of the effective composition ratio of DEA in county-level TCM hospitals,7.93%in the eastern region,2.71%in the central region and 2.98%in the western region;the dea effective composition ratio of tertiary TCM hospitals is 6.93%,and that of secondary TCM hospitals is 3.48%.Suggest:(1)Based on packet analysis,the overall operation efficiency of county-level TCM hospitals in China is not good,and it is necessary to fully understand the importance of strengthening the construction of county-level TCM hospitals.(2)Increasing the investment in medical resources is the source power for the healthy and sustainable development of county-level traditional Chinese medicine hospitals.The construction and development of public hospitals need the support of the government,and it is recommended to clarify the source of government investment in county-level Traditional Chinese medicine hospitals to help the sustainable and healthy development of county-level traditional Chinese medicine hospitals.(3)Technological progress is the endogenous driving force for the growth of the operational efficiency of county-level TCM hospitals,and it is necessary to improve technical efficiency from the aspects of talent,management and informatization.(4)Highlighting the characteristics and advantages of traditional Chinese medicine is the basic guarantee for improving the operational efficiency of county-level traditional Chinese medicine hospitals.While meeting the basic medical needs,we should give full play to the advantages of traditional Chinese medicine characteristics,and it is recommended to increase the number of characteristic indicators of traditional Chinese medicine and enhance availability.(5)Medium-sized is the appropriate bed size for the effective status of DEA in county-level traditional Chinese medicine hospitals.While maximizing output by expanding the scale,county-level TCM hospitals need to avoid the risk of overdiscaling.
