According to the latest statistics released by the World Health Organization(WHO)in 2016,there are nearly 200,000 hearing-impaired children in China aged 0-6.Children are the future of a nation as well as the hope of a country.Ensuring the effective implementation of rehabilitation and assistance for preschool hearing-impaired children is not only a concrete embodiment of China’s welfare governance,but also a strong demonstration of the superiority of China’s socialist system.Therefore,from the perspective of collaborative governance,this study explores the multi-subject collaborative path for preschool hearing-impaired children’s rehabilitation and assistance.First of all,this study defines the role of multiple subjects in the rehabilitation of preschool hearing-impaired children,and constructs an ideal collaborative governance framework in which the government takes the lead in overall planning,non-governmental organizations participate in coordination,families serve as the basic force,and rehabilitation institutions provide service support.Second,this study on community rehabilitation,family rehabilitation and institutions in the form of three rehabilitation assistance service status as an incision,collaborative governance theory based on the key variables of integration,network and collaboration,found in preschool deaf children rehabilitation aid in collaborative governance pattern,plural integration function is impaired,the network structure is incomplete and coordination mechanism of the problem,The specific manifestations are lack of leading core,weak foundation support and imbalance of home-school co-education.Then,starting from the scope of the three influential factors,it is found that the efficiency of multi-agent collaboration is deeply affected by resource status as a dominant factor,trust basis as a recessive factor,institution as a sharing factor and information technology.Therefore,the reasons of ineffective cooperation among multiple subjects can be summarized into four aspects: information dilemma,resource dilemma,trust dilemma and system dilemma.Finally,according to the horizontal axis of the four major cooperation subjects,the vertical development is conducted in accordance with the four constraints of information,resources,system and trust.By improving the cooperation ability of each subject and strengthening the cooperation bond,the damage of rehabilitation and assistance rights of preschool hearing-impaired children can be avoided to the greatest extent due to poor cooperation among multiple subjects.So that every hearing-impaired children can achieve comprehensive and free development goals.
