| In the new era,migrant workers have become a special group of social development,as well as one of the main urban labor force.As the industry upgrading transformation and propulsion of urbanization,farmers become urban residents,migrant workers social welfare issues highlighted,constrained by the household registration system for a long time,cultural habits of health care,education,employment,etc,differential treatment,a large number of migrant peasant workers in the urbanization process in the failed to enjoy the fair treatment of medical treatment service.The issue of medical insurance is very complicated and affected by many factors.Especially,with the industrial reform and rapid economic development,the employment and mobility of migrant workers are different,which will affect their choice of medical insurance.Based on this,it is of practical significance to study the influencing factors of migrant workers’ participation in urban employees’ basic medical insurance.The research route of this paper is empirical research-oriented,based on the monitoring data samples of floating population in Hunan Province in 2017,using research methods including cross-statistical analysis and model analysis.Firstly,this paper analyzes the insurance policy of urban workers and the insurance participation of migrant workers in Hunan Province,and analyzes the influencing mechanism of each factor.Secondly,cross-analysis is adopted to examine the differences and independence of migrant workers’ participation in the medical insurance of urban workers in Hunan Province.Secondly,model analysis strategy is adopted based on binary Logistic regression model to analyze the factors affecting migrant workers’participation in insurance.Following this research path,it is shown that there are significant differences in the participation of basic medical insurance for migrant workers in urban areas.Factors such as education level,nature of employment unit,occupation type,whether to sign labor contract,salary level,duration of migration,residence intention and migration intention have significant influence on the insurance rate.The older,the low level of education,family income level is low,married,not in the workplace to buy housing,not sign labor contract,individual businesses and career in business or service,a longer working hours,low wages,cross-regional flow,flow time is shorter,no residence intention and migration intend to migrant workers of the town worker medical insurance coverage probability is lower.Based on the above research,combined with the influencing factors,this paper puts forward targeted suggestions:First,establish a real-time settlement mechanism for medical treatment in different places to simplify the transfer and continuation procedures of basic medical insurance;Second,standardize the labor market management system for migrant workers,strengthen the supervision of labor contracts signed by employers and migrant workers;Third,improve the human capital of migrant workers,improve the education level of migrant workers,improve the rural education system,provide preferential subsidies for higher education,and establish a vocational training system for migrant workers;Fourth,we will actively promote the citizenization of qualified migrant workers. |
