In order to improve the service of basic medical institutions,the state has launched the pilot work of building a compact county-area medical care community(referred to as the medical community).Q City has been chosen as one of the pilot projects in Sichuan Province.As the most active medical resources,medical talents are one of the most critical factors to promote the pilot construction.However,due to the unbalanced and uncoordinated development between urban and rural areas,and the siphon effect from cities on talents and other factors,the township health centers are faced with the shortage of medical personnel,the difficulty in retaining talents and the low quality of talents.In order to make a overall upgrade of the basic medical service of rural areas for pilot work,it is necessary and urgent to perfect the talent team construction mechanism from the perspective of public management.Supported by the new public service theory and the two-factor theory,this paper aims to build an analysis framework of talent team construction mechanism of township health centers in Q City,including talent introduction,training,motivation,evaluation,the flow mechanism.Based on the sample data and existing materials on talent team construction of 22 township health centers in Q City,the paper is going to sort out the present situation of the talent team construction mechanism,find out the problems to analyze their causes,and put forward the solutions on how to optimize the talent team construction mechanism of township health centers in Q city.Through research and analysis,this paper summarizes the current situation of the talent team construction mechanism of the township health centers in Q city.The talent introduction mechanism includes the open recruitment system for public institution personnel,the contract system for targeted medical students,the introduction system of medical volunteers and recruitment system for personnel out of organization.The personnel cultivation mechanism includes the medical continuing education system,the promotion system of academic qualifications and professional titles,the training system of general practitioners,and the apprenticeship system of traditional Chinese medicine practitioners.The talent incentive mechanism includes health-care factor and incentive factor,health-care factors include high-level wage policy,social security systems and improvement on the working and living environment;incentive factors include the total management on total wage,income breakthrough on the restrictions of post appointment,the honor incentive measures.The talent assessment mechanism includes performance appraisal system for the hospital,hospital leaders,hospital staff and annual assessment system for staff.The talent flow mechanism includes “the integration system of County and village”,the system of Leader’s Post Exchange and the system of non-leader staff flow.Through analysis,it is found that there are some problems on the talent team construction mechanism of Q Township hospitals,such as the difficulty of talent introduction mechanism,the imperfection of talent training mechanism,the lack of guarantee from talent incentive mechanism,faultiness of the talent assessment mechanism,and the block of talent flow mechanism.From different perspectives,there are 4 main reasons:the related departments’ s coordination is poor,the financial department’s fund guarantee is insufficient,the management innovation spirit is shortage,and the self-growth consciousness of hospital staff is lacked.In order to solve these problems,this paper puts forward some solutions: First,establish a multi-sectoral joint coordination mechanism.Second,improve the incentive mechanism to stimulate the enthusiasm of talents.Third,innovate talent management mode to cultivate versatile talents.Fourth,use the concept of new public service to enhance the health care services.Before the research,no scholars have made a systematic study on the talent team construction or its mechanism in Q township health centers,the results of this study have practical significance for the improvement of the professional ability and the service of the personnel in Q Township health centers.At the same time,it is expected to be used as a reference for the talent team construction of township health centers in other areas.
