Community Prevention And Control In Response To Public Health Emergencies

Since the outbreak of COVID-19,Chinese General Secretary Xi Jinping has attached great importance to community prevention and control,pointing out that communities are the first line of joint prevention and control,as well as the most effective line of defense against imported cases and the spread of COVID-19 within China.By defending the community line of defense,we can effectively cut off the channels for the spread of the epidemic.In the Fight of epidemic,the community is regarded as another invisible battleground outside hospitals,which has played an important role in blocking the transmission channels of the epidemic,ensuring residents’ living needs,maintaining social harmony and stability.After going through the stages of "lockdown","upgraded prevention and control" and "comprehensive treatment",the spread of the epidemic has been curbed and the epidemic has entered a new stage of regular prevention and control.However,in this process,many problems and shortcomings of community governance are also exposed.As the epidemic prevention and control has become a regular occurrence,it is necessary to actively sum up experience,adhere to the problem-oriented approach,explore and improve community governance mechanisms,and further enhance community capacity for comprehensive governance.The thesis takes COVID-19 outbreak the emergent public health events as the background,the epidemic prevention and control to the Sui Chang local community as a case,analyze many problems and short board exposed by community governance deeply in the process of epidemic prevention and control,such as community weak work force,insufficient material support,lacking the ability to control and prevention,insufficient social organization wisdom of participation,hysteretic information construction lags behind.Then,analyzing the reasons,namely community governance system deep-seated problems.Drawing lessons from other countries in dealing with the epidemic prevention and control of the experience and lessons,the thesis explores suitable for the Sui Chang local response to emergent public health events of community prevention and control mechanism of the path and countermeasures: strengthening community foundation,building strong organization system,improving the normalized management mechanism,establishing community emergency response mechanism,strengthening information management and further improving the mechanism of the community governance and promoting community comprehensive ability.The aim is to provide referential experience for strengthening epidemic prevention and control for the same type community crisis response capacity,as well as to achieve an important guarantee of promoting the construction of community management system and management ability,solving social governance problem and achieve social stability and promoting grass-roots management system and management ability in our country modernization through this article analysis and study.
